《我国欠发达地区产业集群发展的理论与实证研究》主要分两个层次来进行我国欠发达地区产业集群发展的研究。第一层次，在界定我国欠发达地区的范围及产业集群概念的基础上，运用规范与实证分析相结合的方法、SWOT分析方法以及网络和系统分析方法等，提出了我国欠发达地区产业集群的发展战略；通过对产业集群兴衰的挖掘，论述了我国欠发达地区产业集群的形成与发展机制；通过对产业集群创新系统的概述，指出我国欠发达地区产业集群创新能力的驱动要素；依据我国欠发达地区产业集群发展模式多样性的原则，构建了我国欠发达地区产业集群发展模式；针对我国欠发达地区产业集群发展中存在的问题，提出解决的对策。

Author Description

冉庆国，男，1971年生，黑龙江省巴彦县人，管理学博士、博士后，哈尔滨商业大学副教授。主要研究方向为产业经济和区域经济。近年来，主持和参加多个省部级科研课题，先后在《学习与探索》《商业研究》等刊物上发表学术论文30余篇。

Book Abstract

新经济社会学主要批判了探讨制度存在和发展的新古典方法，即新制度经济学。在古典经济学和新古典经济学中，社会因素一直被看做是市场竞争的障碍。近年来，这种状况发生了改变，人们渐渐认识到经济活动并不是纯市场行为，而是构建在特定的社会结构的背景下的活动，经济学理论越来越重视社会结构和社会关系对经济活动的影响。特别是美国新经济社会学大师格兰诺维特于1985年在美国《美国社会学》杂志上发表了著名文章《经济行动与社会结构：嵌入性问题》，提出“嵌入性”概念。他指出，嵌人性是指经济行动及其后果会受到行动者双方关系以及整个网络关系的影响，他用“嵌人性”概念来描述那些使交易行为偏离利润最大化目标的非经济因素的社会影响，证明交易行为主体之间的关系远比威廉姆森的从市场到等级的渐变谱线要复杂。
随着企业集团、产业集群等网络组织的发展，研究者认识到很多交易都是有社会联系的，社会网络是促成企业间合作的基础。主要依赖人际信任的这种人际关系的非正式性并不意味着脆弱，反而可能蕴涵一种潜在的力量，比如在合同不完全的情况下，非正式的人际信任的约束力往往能保证在合同规范的内容之外，双方在秉承善意的基础上，继续以适当的形式履行合约。这种基于信任的行为有三个关键特征：首先，社会网络中的企业愿意合作承担风险，而不害怕机会主义行为；其次，企业愿意重新组织他们的关系，而不必害怕报复；最后，企业愿意采取集体行动，以达到互利的共同目标（王缉慈，2001）。所以，所有经济关系都依赖规范、制度和行为主体对一系列行为假设的共识，从这个角度看，所有经济关系（甚至集聚中的“纯”市场关系）都是镶嵌在社会中的，而并非只是经济决策本身的结果。从Huggins（2001）对某些国家实施企业网络发展战略的研究来看，潜在网络成员之间如果缺乏社会连通性，而仅仅出于经济动机，网络战略并不能促成企业合作的成功。
