3.5重商主义是一种动态的理论
重商主义不是一成不变的教条和规则集合，而是一种不断被重商主义者解释、修正和发展的动态理论。
重商主义者大都认为金银货币是财富和财富源泉，拥有货币的多寡是衡量一个国家富裕程度的标准，要使国家致富必须增加货币。但是，在增加货币财富的手段和方法上，晚期重商主义者修正了早期重商主义者的观点和主张。早期重商主义者把财富的源泉归结为流通领域，他们认为一切购买都会使货币减少，一切销售都会使货币增加。他们坚持多卖少买或者不买，要求以储藏货币的形式将货币储存起来。但是，晚期重商主义者托马斯·孟在《贸易论》中强调了发展对外贸易的重要性，指出对外贸易的好坏是检验一个国家贫穷与富裕的标准。他说：“商品贸易不仅是一种使国家之间交往具有意义的值得称誉的活动，而且，如果某些规则得到严格遵守的话，它还恰恰是检验一个王国是否繁荣的试金石。”而且，托马斯·孟在强调发展对外贸易，把财富的源泉归结为流通领域时，已把生产和由生产发展而出现的剩余产品，看作是发展流通
的必要条件。他还认为，英国在东印度交易中的购买（如药材、靛蓝）是加工转运和个人生活所必需的，为英国的劳动者创造很多的就业机会，从而促进了英国工业的发展（如呢绒业）。托马斯·孟极力反对防止出口贸易的各种措施，反对禁止输出货币的主张。他认为这样做限制了国家致富之源。他认为“有商品便有货币”，“货币是商品的价格而购买商品是货币的正当用途，两者之间的关系是紧密和不可分割的”。他认为将货币投入流通、使之周转是正当的用途，而窖藏起来则是违背商品和货币的关系的。
