叶飞文博士长期在政府发展和改革部门从事实际工作，对区域发展及经济增长有深入和独到的研究，积累有丰富的实践经验和独创的理论心得。他通过定量和定性、规范和实证分析海峡西岸与东岸经济发展现实，研究推进海峡经济区形成和发展的影响因素，通过理论联系实际，分析区域经济增长的事实，寻找海峡经济区作为中国经济新增长极的有效路径，得出海峡经济区形成发展取决于海峡两岸经济的整合程度与融合密度的结论。他认为，应以港口发展积聚产业，以产业整合支撑、带动城市发展，以城市联盟促进产业整合，以产业整合推动港口大发展，周而复始，循环反复，形成港口、产业、城市三位一体、联动发展的良性增长机制，形成内含扩张型港口聚集体系、推进型产业聚集体系和创新型中心城市聚集体系的增长区域，由此发展成为中国经济的一个新的大增长极。海峡经济区形成和发展的实践同样是孕育中国经济理论的一片肥沃土壤，这部著作就是生长在这片土壤上的理论之树，对关注和研究台湾海峡两岸发展问题及中国经济新增长极的中外学者有很高的学术参考价值。
Author Description

叶飞文，男，生于福州。研究员，教授。曾就读于厦门大学数学系、计统系和经济研究所、中国人民大学中美福特班、复旦大学世界经济研究所中美国际贸易研究班，先后毕业于数学专业和计统专业、西方经济学专业和统计专业、政治经济学专业，分别获理学学士、经济学硕士、经济学博士，顺利做完全国博士后管委会批准招收的国家资助的理论经济学博士后。在《投资研究》、《当代经济研究》、《宏观经济研究》、《计划经济研究》、《亚太经济》、《中国劳动》等刊物上发表论文98篇，出版《要素投入与中国经济增长》专著1部，主编、副主编著作3部，合作论著8部。现为中国未来研究会高级研究员、福建师范大学兼职教授、福建行政学院客座教授、福建省中青年经济发展研究会副会长、福建省台湾研究会常务理事、华侨大学兼职教授、中国管理科学研究院研究员。

理论是对客观规律进行深刻认识和把握的高度概括和总结，构建海峡经济区、形成中国经济新增长极应具有充分的理论依据。海峡经济区属于区域经济发展的范畴，它的形成和发展必须遵循区域经济发展的规律，用经济增长理论和区域经济理论来指导区域的发展。经济增长理论是研究一国或地区国民财富跨时期增长的理论；区域经济理论是研究生产要素资源在一定空间（区域）的优化配置和组合，以获得最大产出规模和效益的理论。在经济发展的历史过程中，已逐步形成了一套比较完整的区域经济理论和增长理论，尽管这些理论中有一些观点还不够科学精准和成熟实用，但其中主要观点仍不失较强的理论指导意义，并依然闪耀着理论价值光芒，因此，这些理论还是普遍适用的。
