对于一个从封闭走向开放的国家，制造业空间分布将呈现分化调整，可能趋于平衡，也可能趋于不平衡。《当代中国区域发展丛书·中国制造业集聚与空间分布不平衡研究：基于贸易开放的视角》从贸易开放视角出发，分析了改革开放以来中园制造业空间分布在集聚过程中走向不平衡的原因和特征。一方面，建立了一个含有比较优势的“两国三地区”新经济地理模，型，理论解释了制造业空间分布不平衡的原因，并用中国的数据进行检验。另一方面，从企业、行业、地区等维度深入分析了中国制造业空间分布不平衡的特征：同时，也考察了制造业生产率变动，以此判断制造业空间分布是否应该调整以及哪些行业要重点调整。国际经验表明，当一个国家从贸易保护战略转向贸易自由化战略之后，制造业空间分布格局随之发生明显调整，并导致地区差距变动。进一步，根据研究发现和既有成果，《当代中国区域发展丛书·中国制造业集聚与空间分布不平衡研究：基于贸易开放的视角》提出了优化中国制造业布局的4D政策设计理念——密度（Density）、距离（Distance）、分割（Division）和需求（Demand）。

Author Description

叶振宇，1980年出生，福建厦门人，经济学博士。2009年7月至今，在中国社会科学院工业经济研究所从事科研工作，同时负责中国区域经济学会日常管理工作，主要从事产业集聚、产业转型升级、城镇化与城乡统筹、区域规划与区域政策等领域的研究。近年来，参与撰写学术专著近10部，在各类学术刊物发表论文30余篇，主持国家社科基金青年项目等研究课题4项，先后参加国家社科基金重大招标项目等各类课题已超过45项。

Book Abstract

正是由于缺少企业微观数据，本章在计算赫芬达指数时假定每个省份某个行业的企业生产规模相等，这个假定有可能对后面得出的结论产生负面的影响。
1992年，中国确立社会主义市场经济体制的改革方向，减员增效和抓大放小是20世纪90年代国企体制改革的主要内容，发挥市场配置资源的基础性作用有利于提高企业生产率。从估计结果看，竞争有利于加快许多行业全要素生产率增长，市场竞争指数越高，农副食品加工、饮料制造业、纺织业、皮革毛皮羽绒及制品、造纸及纸制品、石油炼焦、有色金属冶炼及压延加工、交通运输设备制造、仪器仪表及办公用机械等行业部门全要素生产率增长越快。相反，对于部分行业而言，如纺织服装鞋帽制造等，竞争则起到相反的作用，过度竞争不利于提高行业生产率。所以，在看到竞争带来的正外部性同时，也要看到它的另一面，好比一把“双刃剑”，对于一些垄断性行业而言，竞争有助于提高行业全要素生产率；相反，对于一些竞争已经很激烈的行业，有效地防止过度竞争变得更加迫切。
学者普遍认为，贸易开放给发展中国家带来更大海外市场、先进技术引进、接触新产品等有利机遇，并且，许多经验研究也证实了对外贸易有利于促进本地行业生产率增长。从估计结果看，贸易开放通过出口需求、技术扩散等途径改善企业技术水平，进而促进多数行业全要素生产率增长，但这种情况并不是对所有行业都适用，部分行业的表现恰好相反，如塑料制品、有色金属冶炼等行业，之所以出现这种情形，可能的原因是：第一，对外贸易变量自身存在内生性问题。由于各地所处的地理位置不同，沿海地区相对内地更接近国际市场，对外贸易规模自然就比内地大。如果不排除地理因素的影响，得到的估计结果可能是有偏的。第二，正如上面所提过的，使用历年工业经济统计数据计算制造业全要素生产率增长，可能因为数据统计口径等问题而导致结果偏离事实。第三，书中选择各省分行业出口交货值与总产值的比值代表行业对外贸易水平，也是衡量外部市场需求大小的重要变量。中国经济增长长期依赖出口需求拉动作用，国外市场需求可能对地区产业结构产生锁定效应，从而导致许多地区出口导向型行业“不思进取”和懒于追求技术创新。
