Author Description

熊建立（1958-），男，汉族，重庆开县人，经济学教授。重庆三峡学院三峡移民与经济开发研究所所长，重庆市三峡移民与经济发展研究会常务副会长，万州区政府专家决策咨询委员会成员、科技顾问团顾问、规划委员会委员、区域经济学学术带头人。
主要成果：主要从事三峡移民与三峡库区经济研究。近10年来，先后承担国家、市级和地方委托的研究课题近40项，出版专著2本，发表论文20余篇，获重庆市政府社会科学优秀成果一等奖1项、三等奖3项，获重庆市科技进步三等奖1项。
周科（1977-），男，汉族，四川彭州人，硕士，讲师，重庆三峡学院经济与管理学院教师，西南大学博士研究生（在读）。
主要成果：主要从事三峡库区经济研究和农村金融与财政研究。先后主持或参加研究的国家、省市级和地方委托的课题项目10余项，参与撰写研究报告近10个，发表学术论文10余篇。

Book Abstract

国际上经济学意义的产业“空洞化”或“空虚化”概念，首先是由一些发达国家提出来，并主要用来分析进入后工业化国家和地区的一些经济现象。美国在20世纪60年代最早提出产业“空洞化”概念。此后亚洲也有不少研究用这一概念解释日本、韩国等国家和中国台湾地区产业结构调整及产业对外转移的现象。近几年，我国的一些研究者也开始使用这一概念分析我国的一些发达地区和老工业地区。
产业“空洞化”或“空虚化”概念通常指三种情况：一是指一个国家或地区向其他国家或地区转移生产，导致本土就业机会减少、市场需求下降、经济增长放缓的现象；二是指一个国家或地区在产业换代升级的过程中，已有产业处于衰退阶段，新的产业没有得到发展或发展得不够充分，不能弥补已有产业衰退的影响，造成经济陷入不断下降甚至萎缩的局面；三是指在一个国家或地区在产业换代升级的过程中，技术密集性产业没有核心技术，形成对跨国公司的技术依赖、受制于人的现象。
如果要用产业“空虚化”概念说明三峡库区目前的一些经济社会现象，应指：三峡库区在产业换代升级过程中，由于移民迁建、生态环境重建、社会重构等多种特殊因素的共同作用，导致在一个时期库区部分区域出现本地原有产业快速衰落，新的产业发展不能满足当地多数居民就业需求和发展需要，相当部分城乡居民生活水平下降，贫困化程度加深，引起较为严重的社会矛盾的现象。
