《中国土地制度下的城市空间演变》针对我国城市发展中存在的突出问题，综合运用城市地理学和城市经济学以及新制度经济学的理论与方法，力图透过一般的空间表现特征，揭示土地制度影响城市空间结构演变的内在机制，为我国土地制度的进一步改革完善，促进我国城市的集约发展，促进土地资源的高效利用和城市空间结构的调整优化，提供理论依据和一种新的分析研究思路。基于我国人多地少的基本国情，党中央、国务了守历来重视节约土地和城市集约发展。近些年来，随着城市化加速以及资源环境与社会经济发展矛盾的加剧，这一宏观政策目标变得越发清晰而紧迫。
Author Description

陈鹏，四川遂宁市人。毕业于南京大学城市与资源学系，获城市与区域规划专业方向博士学位。现任职于中国城市规划设计研究院，高级规划师，国家注册规划师。主要研究方向为城市与区域规划、城市经济、土地利用与城市空间结构等。近年曾先后参与和主持汕头、西安、石家庄、太原经济圈、宁夏沿黄城市带等城市或区域的各类法定规划与战略研究，多次荣获部省级优秀规划设计奖。在专业学术期刊发表论文二十余篇。

1 研究背景
1.1 城市集约发展是我国现实矛盾下的必然选择
我国目前正处于工业化和城市化加速发展的阶段，城市用地扩张是发展经济和提高人民生活水平的必然要求——普遍预测至2020年，我国城市化水平将达到50％～60％，新增城市人口3～4.5亿人，至2050年城市化水平可能达到75％；正如斯蒂格利茨所言，中国的城市化将成为21世纪除美国高科技产业之外对世界影响最大的两件事之一。
但我国又是一个人地矛盾突出、人均耕地面积严重不足的国家——由于人口增加和大量土地非农化，我国人均耕地已从：1949年解放初期的2.7亩（1亩约等于666.67m。），下降到2006年末的1.39亩，只占世界人均耕地的2／5，这与联合国所提出的人均耕地警戒线0.8亩已近在咫尺。因此，在城市化加速和人地矛盾加剧的双重压力下，只有选择集约发展的模式，高效利用土地资源，才能将城市用地的扩展与稀缺耕地资源的保护妥善地协调起来。
当然，要确保耕地底线，仅靠城市集约发展是远远不够的，还需要整个国土资源开发利用的集约化。比如人地矛盾同样突出的日本，在1920～1960年间的高速城镇化时期，主要通过制定全国的综合开发规划，进行了两次耕地整顿和两次町村合并，最终保持了耕地面积在城镇化前后基本持平（杨保军，靳东晓，2008）。
