1.4.4 电子数据交换
20世纪70年代，企业间的电子贸易是通过电子数据交换（EDI）实现的。传统EDI的发展带来了今天基于web EDI的广泛应用。所以，可以说EDI在电子商务的发展历程中起着举足轻重的作用。下面将详细介绍EDI。
企业内部信息化提高了企业内信息传递的效率和质量。但是企业与外部环境之间的信息交换往往更为重要，例如，与客户的商业洽谈、采购、销售以及与外部合作伙伴间的信息共享交流，向管理部门报送的资料等。与外部沟通的传统方式是面谈、电话、传真等沟通渠道。由于沟通过程都需要人的参与，既增加了成本也降低了效率，成为企业与外部沟通信息的瓶颈。因此，如何实现信息系统间（或计算机设备间）的自动信息交换，成为一个很重要的问题。不仅企业与企业之间、企业与政府之间存在这个问题，政府管理部门之间、政府与企业之间也存在这个问题。如果不存在这样一个自动的信息传递机制，那么所有组织单位的信息系统都只能是一个信息孤岛。对于与外部联系紧密的组织来说，其信息系统的优越性也就无法显现。
EDI技术的最初想法来自美国运输业，原因是运输业流通量大，货物和单证的交接次数较多，可是单证的交接速度常常赶不上货物的运输速度，于是促成了1975年第一个EDI标准的发布。

Introduction

从一定意义上讲，中国审计的根本出路在于信息化，信息化的关键在于数字化。审计信息化、数据化不只是一种理念，更是一种手段、一种方式和一种发展趋势。当前的审计信息化建设，以金审工程为依托，以创新审计方法和技术手段为基础，着力提高审计工作的技术含量和技术水平，目的是促进公共管理行为的进一步规范，促进公共管理绩效的进一步提高，维护国家经济安全，发挥审计保障国家经济社会健康运行的“免疫系统”功能。
建立数字化审计工作模式，除了计算机和网络等物质条件外，更需要广大审计干部发挥聪明才智，积极探索符合我国审计工作实际的先进技术方法。要提高对审计信息化建设重要性、紧迫性的认识，重视信息化的工程建设，还要创造条件培养更多的高技术人才，让掌握先进技术的人员发挥更大作用。
2001年，审计署开始计算机审计中级培训，其目标是使参加中级培训的审计人员成为计算机审计骨干，标准是“五能”，即：一能打开被审计单位数据库；二能将被审计单位的数据导出到审计人员的计算机中并转换成为审计人员可阅读的数据格式；三能使用具有查询分析功能的通用软件或审计软件来查询、分析数据；四能在审计现场搭建临时网络；五能排除常见的软硬件故障。2001年印发了中级培训大纲，编写了中级培训教材；2007年又对中级培训大纲进行了修改。
近10年来，审计署举办了29期集中培训，同时指导地方审计机关参照审计署的模式自行培训，组织了42次计算机审计中级冰平考试，共有3314人通过了严格的考试。这些同志中的绝大多数在审计一线发挥了骨干作用，更重要的是经过强化训练，建立了信息化条件下如何开展审计的思维，建立了现代计算机技术用于审计工作的思维，提高了这些审计业务骨干的综合素养，使我们的审计工作效率得到了很大的提高，审计工作的知识含量和信息化水平也得到了很大的提高。
计算机技术在发展，审计的手段和方式也在变革，中级培训工作也应与时俱进地革新。本着创新、继承和调整的改革原则，审计署计算中心与北京信息科技大学结合教学实践和计算机技术的新发展，对中级培训各门课程的大纲和教材的修改逐一进行了反复研究，最终确定了课程保留、调整、完善的内容，形成了《审计署计算机审计中级培训大纲（2010版）》，重新编写了《审计署计算机审计中级培训系列教材（2010版）》。期待更多的审计人员通过中级培训教材的学习，理论联系实际，成为计算机审计的能手。
