第一章转型时期的地方政府与民营经济

中国县级政府是拥有完整的四套领导班子和职能部门的最基层政府组织，在计划经济时代很少拥有发展地方经济的主动权及自主财力。改革开放以来，县域经济在中国“分灶吃饭”的转型过程中，不但较好解决了农业生产及人口的粮食问题，东部沿海地区的部分县域经济还对“中国增长奇迹”起到了重要作用。但现有的研究文献对县域制度变迁与经济发展过程中的路径选择和激励机制问题，还没有形成较为全面或深刻的共识。本章通过对中国转型过程中民营经济发展先行区的浙江省排头兵——萧山县域制度变迁与经济发展过程，进行了比较深入的研究，对转型时期的萧山区域民营经济发展提供了较好的解释，同时也提出了一些具有启示性的理论观点。
在区域经济发展过程中，资源要素将同时在产业部门之间和一定空间范围内完成配置，一个地区获得工业化起步之后，市场化的竞争力量将会改变企业和政府的激励结构，从而影响区域的经济发展速度甚至发展路径选择。萧山区域制度变迁与经济发展取得成功的关键在于“两个转型”：一是制度变迁与经济发展过程中以乡镇企业向民营企业大规模转制为主要内容的制度转型；二是在空间发展战略与布局调整过程中以公共产品供给和政府职能转变为主要内容的城市转型。前者为区域经济发展奠定了基本的市场制度基础，后者则为区域经济发展提供了更好的基础设施平台和更优化的空间布局。从地方政府的激励与行为选择看，政治集权经济分权下的地方政府有着强烈的发展经济激励，在不同阶段的国家经济体制框架下，地方政府通过改革增强企业家的激励，甚至在区域经济发展陷入一定困境时期，会选择政治成本较低的途径，突破国家经济体制的限制，通过企业转制改变产权结构，让企业家拥有企业私人产权的发展路径，来推动区域经济发展。同时，地方政府在一定的发展阶段及环境中，也会通过土地制度改革，推行土地所有权与使用权的分离，推动土地使用权的市场化。

中国的经济体制改革与经济发展的成功经验之一，就是在渐进式的经济体制改革过程中，遵循“摸着石头过河”的方式进行改革。30年中，“摸着石头过河”的渐进式改革，从时间上和空间上为中国的经济体制改革与经济发展提供了更多的探索机会，中国改革开放进程中出现了区域经济制度变迁和经济发展模式的多样化格局。浙江省萧山的区域经济制度变迁和经济发展就是众多区域发展模式中一个非常有特色的模式。
区域经济发展本质上是一个区域中资源配置优化的动态过程。因此，任何区域经济发展都会面临两大问题：一是资源配置的主体问题；二是资源配置的空间问题。前者涉及推动区域经济发展的主体及激励机制，后者涉及区域经济发展的空间及发展布局。进一步，区域发展中资源配置主体的成长与资源配置空间的演变都涉及作为微观主体的企业与地方政府之间的互动，企业与政府的互动决定了一个区域的经济制度变迁路径与经济发展的进程。《转型与发展:萧山民营经济研究》一书的目的正是从经济转型的视角来研究萧山民营企业与地方政府的互动机制及区域的制度变迁与经济发展。
第一章“转型时期的地方政府与民营经济”，运用新制度经济学与转型经济学的理论，从萧山区域经济发展过程中“两个转型”的视角研究了区域制度变迁与经济发展。研究的结论表明，萧山区域经济发展取得成功的关键在于“两个转型”：一是以企业转制的形式完成的乡镇企业向民营企业大规模转制为主要内容的制度转型；二是空间发展战略与布局变化过程中以城市化与工业化两者关系转变为主要内容的城市转型。
