第一章绪论
一、研究背景
我国是个农业大国，农业人口众多，农村经济在国民经济发展中占有重要地位。截至2005年底，农村人口数量为7.54亿人，占全国人口比重为57.01％；农林牧副业从业人员数量为2.99亿人，占全国从业人员比重为39.53％；农林牧副业总产值为3.95×104亿元，占国内生产总值比重为29.64％（国家统计局，2006）。我国也是一个多山的国家，山区面积占国土总面积的69％，山区人口占全国总人口的56％，许多省份山区面积甚至达到80％（中国集体林发展研究课题组、国家林业局经济发展研究中心，2004）。林业生产活动以森林资源经营为主要对象，提供木材、薪材、非木质林产品等物质产出，是山区经济发展的重要依托，也是农村人口获取能源、生产资料、生活用品、现金收入的重要途径。
集体林是我国森林资源的特殊产权形式，也是我国森林资源的重要组成部分。据第六次全国森林资源清查，全国林业用地面积为2.83×108hm2，有林地面积为1.69×108hm2，活立木蓄积量为1.33×1010m3。其中，集体林业用地面积为1.67×108hm2，占全国林业用地比重为60.07％；
