Author Description

本·塞利格曼，美国著名劳动经济学家和经济学思想史学家，同时也是积极的社会活动家。他致力干以一种历史主义和制度主义的眼光，对正统经济学日渐僵化、越来越依赖技术的趋势进行批判，曾与米尔顿-弗里德曼就经济学是否应包含伦理道德成分展开过激烈的笔战。塞利格曼著作等身，除编著有八本学术作品外，也在报章媒体发表过诸多文章。
译者简介：
贾拥民，浙江大学经济学博士，师从汪丁丁教授。现留校任教，同时任浙江大学跨学科社会科学研究中心和浙江大学民营经济研究中心研究员。

Book Abstract

德国学术界对古典经济学说的反对最早可以追溯到亚当·米勒（1779-1829）和弗里德里希·李斯特（1789-1846）。米勒的浪漫主义和李斯特的民族主义成为日后历史学派经济学家最好的榜样。历史学派利用无数的经验资料，持续不断地对古典经济学说进行攻击，几乎淹没了古典经济学的所有抽象概念。历史学派的早期代表人物是威廉·罗雪尔（1817-1894）和卡尔·克尼斯（1821-1898），他们强调必须追问经济制度的产生和发展。他们想在进行一般性分析之前，先收集到从古到今所有能收集到的资料。他们确信，采用这种方法，能够保证得到的结论比缺乏人文关怀的冷冰冰的英国式推理更有针对性。他们认为，这种办法不是要去推断在并不完全符合生活实际的假想情况下将会发生什么，而是要给出直接从生活本身得出的结论。对德国人来说，这种方法从根本上看，能够更好地收集和处理信息，进而指导公共政策，完全符合重商主义的官房学派的目标。
罗雪尔疾呼经济学应该向经验主义回归，以克服古典经济学家的有害影响。希尔德布兰希望把政治经济学改造为关于经济增长的科学。卡尔·克尼斯则完全否定经济规律。许多论著和文集涌现出来，不是为了支持古典学说，而是想取代它。罗雪尔认为，这一路径应该是可行的，而且是科学的，其终极目标是建立一种关于文明的完整的科学。经济学家对此能作出一些贡献，同时从历史发展中得到的知识反过来也有助于复兴经济学研究。这种趋势愈演愈烈的结果就是，德国的经济学家声称他们的学说与现实之间具有完完全全的相关性。这些学者说，概念、立场和理论都将随着制度的变化而步调一致地变迁。尽管他们之间也经常表现出很明显的区别，但是他们在一件事情上是一致的：暗示着经济中存在自然规律的古典方法必须受到挑战。他们认为，是经济生活决定了其理论表述的性质，而任何一种理论表述必然都只是暂时性的。不断涌现出来的新事实总是会激发人们质疑任何一种理论学说的永久有效性。

Introduction

写这样一本书的念头萌发于我在布鲁克林大学求学和教书的日子，回忆起来，是埃德文·史宾格勒教授引导我进入经济学说史这一领域的，他现在已经成为布鲁克林大学基础研究学院主任。埃德文·史宾格勒教授当年讲授的是“经济思想的演变”和“当代经济理论”这两门课，它们都取得了极好的反响。在那个时代（大约三十年前），很少有涵盖了经济思想全部领域的教科书。尤其是当涉及经济学发展的当代阶段的时候，材料几乎是一片空白。更糟糕的是，在那个时代，绝大多数欧洲学者的经典著作都没有英译本，比如说熊彼特的《经济发展理论》和瓦尔拉斯的《纯粹经济学要义》等。至于维克塞尔.实际上几乎完全不为人知。其实除了上述几位经济学家的思想之外，欧洲还有很多极有意义的经济理论值得介绍到美国这个新大陆来，不过当时这个全球最强大的国家正陷在经济崩溃所带来的悲伤和迷茫当中不能自拔。
等到1947年，我重回布鲁克林大学讲授经济分析和经济思想史的时候，这种情况并没有得到多少改观。普通研究学院的学生们时间极为有限，看起来有必要把当代经济学理论发展的各个方面充分地展示出来，把那看似一团乱麻的理论梳理清楚，以便给学生提供某种指引。现成的资料是有一些，但它们都是围绕某个主题来组织的，从中很难找出有关人物和思想的清晰的线索。某种想法的出现经常需要催化剂。对我来说，这种催化剂来自于自由出版社的杰瑞米·卡普兰先生，他建议我把当代经济学思想作为一个整体来进行处理。
