Content Description

20世纪下半叶以来，最典型的国际经济现象之一就是国际产业转移。根据刘易斯的研究，国际产业转移真正启动于19世纪后期工业先行国与第三世界在国际分工中地位的分化。21世纪以来，国际产业转移也呈现出了一些新的发展趋势：风险规避是国际产业转移发生的根本原因，比较优势的变化是国际产业转移发生的动因，国际产业转移是产业升级的必然要求和结果，是企业战略性扩张的内在需要。尽管一些发达国家突破国别限制，利用国际产业转移来调整国内产业结构，但国际产业转移对这些国家的影响到底如何，理论界意见不一。该书以国际产业理论与实践为切入点，从国际产业转移对我国产业结构升级的影响的角度出发，对国际产业转移过程中的资源与环境、国际产业转移过程中的制造业和服务业等问题进行了全面系统的研究和分析，探讨了国际产业转移对我国新型工业化道路的作用和影响．提出了抓住国际产业转移机遇、优化我国产

一、新型工业化模式的基本框架
王颖指出，依据我国工业化及经济发展的实际要求，新型工业化模式的框架应包括五个基本环节：目标环节、中心环节、基础环节、调控环节和保障环节。在目标环节上，发达国家仍在不断推进工业化进程，我国实质上是在动态追赶发达国家的进程中实现工业化，从而不断缩小与发达国家的差距。王颖指出，制度创新是新型工业化模式构建的中心环节。在经济转轨期和新旧体制的交替中存在着大量制度空档或制度缺失，甚至还存在着与旧有社会结构相适应的制度，这些都严重阻碍了工业化的进程；政府应积极进行制度创新，包括鼓励技术创新和技术转移的制度调整与创新、鼓励产业结构转换的制度调整与创新、资源利用和环境保护的法律制度与创新等。经济增长方式的转变是新型工业化模式的基础环节。构建生态与经济可持续发展的新型工业化模式，首要问题和关键所在就是推进经济增长方式由粗放型向环保型转变。政府宏观调控是新型工业化模式的调控环节。新型工业化是超常规的、跨越式的发展，这一发展过程只依赖作为常规模式制度基础的市场制度是无法实现的，必须同时加强政府的行政干预。完善的法律和制度是新型工业化模式的保障环节。为了实现新型工业化的目标，必须有一套完善的法律和制度作为保障。
二、两化融合模式
信息化与工业化的融合是我国加快实现工业化和现代化的必然选择，也是落实科学发展观的重要手段。我国工业化发展已经具有了相当规模，迫切需要通过应用现代信息技术来优化升级经济结构和转变经济发展方式，从而提高我国经济的竞争力。工业化是信息化的物质基础和重要载体；信息化是工业化的延伸和发展，是加快工业化发展的动力。信息化不仅拓展和丰富了工业化的内涵，更为加快工业化进程提供了历史机遇。信息化与工业化是一对矛盾统一体，两者既密不可分又互相促进，二者间并不存在必然的先后顺序。事实上，从世界主要发达国家的发展经验来看，信息化的发展并不必然以工业化的完成为前提。

20世纪下半叶以来，最典型的国际经济现象之一就是国际产业转移。国际产业转移通常是指发生在国家之间的产业转移，即产业由一些国家或地区转移到另一些国家或地区的现象，它主要是通过国际贸易和资本的国际流动而实现的。国际产业转移往往是从劳动密集型产业开始，进而到资本、技术密集型产业的转移；是从相对发达国家转移到次发达国家，再由次发达国家转移到发展中国家和地区的逐层推进，也可以是从发达国家直接转移到发展中国家。国际产业转移既是发达国家调整产业结构、实现全球战略的重要手段，也是发展中国家改造和调整产业结构、实现产业升级和技术进步的重要途径。
国际产业转移实质上是高新技术扩散和产业结构升级的过程。存在技术经济水平梯度差异的两个地区按互补性原则，将一个地区内失去比较优势的产业转移到具有比较优势的地区，这样既可摆脱包袱并获得比较利益，又可为本地区发展其他优势产业提供有效空间，推动产业升级。国际产业转移的最终结果是使各区域的产业类型和水平与自身的资源禀赋、要素价格和经济发展总体水平相适应。一些学者对国际产业转移进行了分类研究.认为按照转入国与转出国之间发展水平的差异，可以分为水平转移和垂直转移；按照其投资性质，可以划分为存量转移和增量转移；按照产出增长的情况，可以划分为绝对转移和相对转移；按照国际产业转移涉及的区域范围不同，可以划分为区域性国际产业转移和全球性国际产业转移。根据转移主体的性质、转移的动机等差别，国际产业转移可分为扩张性产业转移和撤退性产业转移。
