Book Abstract

正如许多利用总量数据计算经济增长率或全要素生产率的研究已经指出的，计算经济增长率或全要素生产率的关键是对产出与投入数据的科学计量，特别是资本数据的计量尤其重要。而对于那些直接考察投资相关问题的研究来说，例如农村基础设施投资拉动农村经济增长的实证研究和农村基础设施投资贡献度的研究，资本数据更是不可或缺的。因此，农村基础设施资本存量的测算至关重要。
（3）农村基础设施投资经济绩效测算研究较少。从现有研究看，国内学者的研究大多侧重于以下几个方面：农村公共产品供给机制、农村基础设施的作用、加大公共事业的投资和“三农”问题解决方法等。但现有研究很少触及农村基础设施投资经济贡献度方面。在这样的历史背景和现实环境中，本书在对农村基础设施资本存量定量测算的基础上，以提高农民收人、降低农民支出和促进农村经济发展为视角，科学测算出包括农村道路、自来水设施和电力设施在内的农村基础设施投资的经济贡献度。在新农村建设资金有限的情况下，农村基础设施投资经济绩效测算的研究有利于合理确定农村基础设施投资顺序，优化配置资源，从而加快新农村建设的步伐。

Introduction

自新中国成立以来，经过60多年的努力，我国进行了大量的农村基础设施投资，为地区的经济开发和发展奠定了必要的物质基础。尽管我国农村基础设施建设取得了一定的成就，但从总体上看，现行的农村基础设施无论是布局、数量，还是规模、效率，都远远不能满足发展现代农业的需要，制约了农业综合生产能力的提高和农村经济的持续稳定发展。如何提升农村基础设施投资效率具有重要意义。为此，本书借鉴发展经济学和计量经济学等领域已有的研究成果，采用从抽象到具体的分析方法，以及理论分析与实证分析相结合、定性分析与定量分析相结合、历史与发展相结合的动态分析方法，以社会主义新农村建设和城乡统筹为背景，利用Eviews和DEAP统计分析软件，研究了包括农村基础设施资本存量估算、经济绩效测算和投资效率评价在内的一系列问题，主要包括以下内容：
在汇总分析现有概念的基础上，研究并界定了基础设施、农村基础设施的概念和经济属性；同时，明确了农村基础设施投资效率的含义及其影响因素；进行了农村基础设施投资总量分析；从资金、投资管理体制、资源整合和意识四个维度出发，剖析了农村基础设施投资存在问题的形成原因。
