董景荣，男，1966年1月出生于重庆市巫溪县，技术经济及管理专业博士、教授、博士生导师，现为重庆师范火学经济与管理学院院长，重庆市数量经济学科学术带头人，重庆市区域经济学会副理事长，重庆市运筹学学会副理事长，重庆市工业与应用数学学会副理事长，享受国务院政府特殊潮占专家。
主要从事技术经济及管理、数量经济学等领域的研究和教学工作，先后主持和承担了国家社科基金项目、国家自然科学基金项目、国家博士后基金项目、教育部优秀青年教师基金项目、重庆市科委基金项目等国家级、省部级课题10多项，出版学术专著2部，在国内外权威和核心期刊上发表学术论文100多篇，科研成果先后获重庆市社科优秀成果一、三等奖和重庆市科技进步三等奖。

第一章 技术创新扩散概论
技术创新扩散是技术创新大过程中的一个后续子过程，同时又是一个完整的、独立的技术与经济结合的运动过程。一项技术创新成果，如果不能得到扩散和广泛应用，便不能以任何物质形式影响经济的发展。因此，技术创新扩散不仅关系到技术创新成果自身价值的实现，而且对于促进产业结构的合理化、高级化，提高科技投入的经济效益，有效地将创新产品（或技术）扩散到行业、部门或其他领域，改善地区、行业之间的不平衡，促进经济发展和社会进步都具有重要作用。然而在相当长的时间内，西方研究技术创新的经济学家并没有把技术创新扩散作为关注的对象，也没有把它作为一个独立的内容加以研究，而只是在研究技术创新中隐含着许多扩散的思想、概念，没有重要的鲜明的结论。直到20世纪80年代，随着科学技术对经济和社会影响力的不断扩展，许多致力于研究技术创新的经济学家才参与了技术创新扩散的研究，并且提出了许多技术创新扩散模型和有关技术创新扩散问题的深刻论述。但是迄今为止，有关技术创新扩散的研究远没有技术创新其他方面的研究深刻。因此，本章主要考察技术创新扩散研究的简要历史、技术创新扩散的研究对象，对其研究内容和相关概念进行分析和界定。

技术创新扩散在最初并没有作为一个独立的内容加以研究，它是伴随着创新理论，特别是技术创新理论的发展而发展起来的。追溯技术创新扩散的理论研究过程和历史，必须了解技术创新的理论发展过程。

20世纪90年代以来，世界经济进入了一个剧烈的变动时期，对于这一变动的性质，目前学术界基本上已经有了一个比较明确的看法，即这一剧烈变动的主体是世界经济由工业经济向知识经济的过渡或者说是转变，其本质特征就是技术创新已经成为经济增长、产业发展、企业竞争力提高以及人们生活水平改善的基本推动力。技术创新对社会经济发展的推动作用是通过技术创新扩散来实现的。一般来说，如果一项技术创新成果不能得到扩散和广泛应用，它便不能以任何物质形式影响经济的发展。因此，技术创新扩散不仅关系到技术创新成果自身价值的实现，而且对于促进产业结构的合理化、高级化，提高科技投入的经济效益，有效地将创新产品（或技术）扩散到行业、部门或其他领域，改善地区、行业之间的不平衡，促进经济发展和社会进步都具有重要的作用和意义。
当今世界科技革命日新月异，产业技术错综复杂，全球竞争日益加剧，这就决定了现代企业的技术创新来源不可能也不应当全靠内生和研发，利用经济全球化的条件和技术贸易平台，寻求和获取外部技术创新资源，是创新型企业提高创新能力的关键步骤，也是区域经济发展的基本趋势和强大潮流，没有任何一个国家或地区能够离开技术创新扩散来谋求经济发展，无论是发展中国家，还是发达国家，概莫能外。事实上，无论是原始创新、集成创新，还是在他人先进技术基础上再创新，都要善于运用国际国内两个资源，而要实现这一点，就迫切需要学术界去总结国内外正反两方面的经验教训，研究新的历史条件下技术创新扩散面临的新环境、新条件和新问题，探索当代技术创新扩散的新变化和新特点，概括提炼出适应实践需要的科学成果，反映时代的要求，反过来去服务于实践，从而推动技术创新扩散的发展。
