《中国高新区功能创新研究》以国家高新区的预设功能评析为基础，揭示了国家高新区在其发展过程中现实功能与预设功能相比出现的功能异化、偏离的现象，探讨了这一现象出现的经济、体制和机制等动因，构建了创新型高新区的评价指标体系，进而提出了功能偏离系数的概念和计算方法。根据国家高新区“二次创业”的新要求，从功能创新的角度阐述了国家高新区功能同归与提升的基本导向、内涵和目标，归纳并梳理了国家高新区功能创新中的基本功能、一般功能、特殊功能和网络功能的逻辑关系，提出了国家高新区创新环境培育、创新制度构建、创新空间优化等功能回归与提升的对策；并以南京高新区为例，对其发展条件、发展历程、功能演化、功能创新和发展策略进行了实证分析，富有创意地总结了高新区三种集群创新模式，对国家高新区和其他园区有一定的普适意义。

Author Description

陈家祥，男，汉族，1945年1月出生，上海人。高级工程师。中共党员。毕业于解放军后勤工程学院。现任职于常州市人大城建环保工委副主任。曾是西藏军区重点工程“一0一”工程的技术负责人、施工组织者、负责总后“四三六五”工程（合肥炮兵技术学院工程）的选址、征地、规划、设计与施工。在全军绿化工作、全军后勤工作及全军院校工作会议上交流发表了《高原部队营区绿化工作规划设想》、《西藏高原太阳能利用的广阔前景》、《军队院校总体规划设计的体会》等多篇论文。编导军教片《面向未来，建设崭新的军校》。在西藏高原工作期间，在修桥、筑路、地下、地面等国防工程建设中多次立功受奖；负责设计的弹药库、体育场、医院、学校等工程项目也多次获奖。并于1973年获总后勤部太阳能利用科技奖。荣立二等功一次。曾于1968年1月26日在北京人民大会堂受到毛泽东主席接见。并合影留念。1999年8月发表《赴西欧六国考察报告》欧洲的城市化进程。

自1991年以来，我国先后批准建立了54个国家高新技术产业开发区。在改革开放和持续技术创新的推动下，54个国家高新区一直保持着经济高速发展的态势，取得了令人瞩目的成就，成为区域经济发展的催化器、高新技术产业化的孵化器、城市化进程的加速器。2005年，53个国家高新区（除宁波高新区成立于2007年1月）实现技工贸总收入26 392亿元，工业总产值21 611亿元，上缴税金1189亿元，出口创汇727亿美元，分别为1991年的303倍、304倍、305倍和404倍。工业增加值5553亿元，占全国工业增加值的8.8％，增加幅度高于全国工业增加幅度约20个百分点。在一些地方，国家高新区已经成为经济发展的主要力量，长春、苏州、西安等国家高新区工业产值已占所在市的1/3以上。西部12个国家高新区为推进国家西部大开发战略作出了重要贡献；东北7个国家高新区集中了大部分老工业基地改造项目，为东北老工业基地振兴注入了活力。国家高新区作为一个崭新的城市空间和带动城市经济社会发展的重要极核，不仅成为一个具有相当规模的产业基地，同时也越来越多地影响和改变着城市经济社会活动和空间结构。
