家庭承包责任制重塑了农村经济组织的微观基础。中共“十四大”把建立社会主义市场经济体制正式确立为改革的总体目标，并开展了一系列的改革，加之我国加入WTO，把农民迅速推向了瞬息万变的市场。我国农业中间组织供给不足，农户市场地位弱小，大多数农民处于无组织状态，势单力薄，谈判地位低，农民没有力量同外来的侵权行为相抗衡，加之个体生产经营者本身的组织缺陷，使得分散的农民与社会化的大市场的矛盾越来越突出，农民增收困难，无法保护自身的合法权益。目前，我们农业处在新旧体制交替，组织发育有待）中破多重制约的重要时期，面临着历史遗留的一个相互分割、自成体系、复杂多样的农业经济合作组织局面。在大力推进农业产业化经营的进程中，专业性合作经济组织不断产生和发展，公司+农户组织不断壮大，社区合作经济组织的运行机制和职能发生了深刻变化，供销社和信用社在试图恢复其原有的民主性和合作性。在此背景下，如何积极引导发展各种新型农业经济合作组织，如何改造传统农业经济合作组织资源，以满足市场农业发展的需要显得十分迫切。《中国农业经济合作组织发展研究/农业与农村经济发展系列丛书》正是基于这一形势，对我国农业经济合作组织进行研究，主要研究框架如下：
第一章，导言。在我国市场经济体制不断完善、大力推进农业产业化经营以及全面建设小康社会的背景下，首先，从农民适应市场、实现农民增收、现行农业经济合作组织的发展趋向以及农民权益代表等出发，提出了研究我国农业经济合作组织的发展问题必要性，并界定了其范围。它有助于解决小农户与大市场的矛盾，推动农村经济结构调整，保证农业产业化经营的顺利实施和满足多元化组织主体的需求。《中国农业经济合作组织发展研究/农业与农村经济发展系列丛书》研究的农业经济合作组织主要包括新型农业经济合作组织（主要包括从事农业产业化经营的公司、专业性合作经济组织和社区合作经济组织）和传统农业经济合作组织（主要包括供销合作社和信用合作社）两大类。其次，归纳和总结了国内外研究综述，并进行了评述。在国外研究综述中，主要从农业合作理论和日本、美国等的农业合作实践进行了研究；在国内研究综述中，沿着我国农业合作组织发展的时间序列论述了计划经济时期、改革开放初期以及建设社会主义市场经济时期的农业合作理论。最后，论述了《中国农业经济合作组织发展研究/农业与农村经济发展系列丛书》的研究思路、研究方法以及创新点。
第二章，农业经济合作组织的相关理论。在界定合作和农业经济合作组织的基础上，主要论述了产业组织理论、农业经营制度变迁理论、农业产业化经营理论、农业股份合作理论、农户交易费用理论和农民集体行动理论，为研究农业经济合作组织发展问题奠定了理论基础。《中国农业经济合作组织发展研究/农业与农村经济发展系列丛书》认为，研究现行农业经济合作组织不能单纯局限于原有农业合作理论的框架内，而应随着客观条件（如社会主义市场经济体制的逐步建立、农业产业化经营以及合作社制度的变迁）的变化，顺应产业融合的发展趋势，与时俱进，广泛吸纳现代企业的相关理论（如委托代理理论、交易费用理论、博弈论与信息经济学等），研究和探索新形势下农业经济合作组织的发展问题。

Book Abstract

农民专业技术协会最早出现在20世纪70年代末，当时，安徽天长县成立了中国第一个农民科学种田技术协会。1980年，四川郫县又成立了养蜂协会。这些协会的初衷是以技术辅导和交流的形式，组建一支农民技术队伍。1982年，中央召开科学技术大会鼓励农业技术推广单位开展技术承包，实行有偿服务，兴办经营实体，从而推动了农业科技人员深入农村，发起和组建了一批农民专业技术协会。农民专业合作社最早出现在山西。1994年，在省领导和中央有关部门的支持下，山西以日本农协为榜样分别在定襄、岐县、万荣、临汾四个县开展合作社试验。，其中，岐县在4个乡镇建立了果业组合，在3个乡镇建立了奶业组合，并在县级成立了联合会。万荣县则以供销社为母体，组建了4个独立于供销社的农民专业合作社，借助供销社渠道，为农民提供农产品加工和销售服务。同年，山东省莱阳市的有关领导，在与日商洽谈农产品加工、出口项目的时候，受日本商人的启发，开始倡导农民专业合作社。1995年，当地照旺庄镇祝家疃村支部书记王宇敏为了解决村民卖菜难的问题，在市领导的支持下，领头办起了一个宇敏蔬菜供销合作社。随后，照旺庄镇的镇办企业宏达食品有限公司为了加强原料收购，降低运作成本，从原来的“公司+农户”模式，转向“公司+合作社+农户”模式，联合当地20个乡镇，100多个村，283户农民，成立了莱阳市宏达果蔬加工合作社。继山东莱阳之后，山东的宁津、泰安，河北的邯郸，北京郊区的顺义、房山等地，相继办起了一批农民专业合作社。1995年，中共中央、国务院在《关于深化供销合作社改革的决定》中，提出了发展专业合作社的意见。截至1998年底，农村各类专业合作经济组织已发展到148万余个，遍布农村经济的各个领域。其中，种植业类占63.1%，养殖业类占14.4%，加工运输业类占6.1%，其他行业占16.4%。近年来，这种新型的专业合作经济组织在不断发展的同时，还出现了跨区域联合的趋势。1998年，全国有跨县的专业合作经济组织5240个；跨乡的专业合作经济组织8140个。到1999年底，全国农村共有专业合作社（包括协会、技术研究会）117286个。在这些合作社中，从事种植业的占41.7%，从事养殖业的占20.9%，从事加工、运输业的占20.1%，此外就是从事技术、信息和供销服务活动的[108]。
