茉莉花茶是福建的传统优势产业，福建是我国茉莉花茶的故乡和主产区。以福州茉莉花茶为代表的福建茉莉花茶产业在历史上曾经经历过两次产业辉煌。福建茉莉花茶在全盛时期占据了全国花茶市场的70％以上。但在20世纪90年代初期以后，广西横县逐渐取代福建成为全国茉莉花茶、茉莉花茶生产的最大基地。曾经经历了历史辉煌的福建茉莉花茶产业为何走向低落？福建茉莉花茶产业应该如何提升产业的竞争力以振兴全国内销市场近1／4的茉莉花茶产业？这是福建茶人所面临的共同课题和挑战。作者总结了多年的教学与科研实践，吸取了近年来学术界的研究成果撰著了《福建茉莉花茶》一书。

杨江帆，男，汉族，1959年6月出生，福建省尤溪县人，研究生学历，研究员，博士生导师，福建省重点学科茶学学科带头人，主要从事茶叶经济、文化与资源利用研究。现任武夷学院校长、校党委副书记、北京大学公共经济管理研究中心茶文化经济研究所常务副所长、福建省茶文化研究会会长、茶叶科技与经济研究所所长、一级学术刊物《茶叶科学》编委。历任福建农林大学党委副书记、校学位委员会委员、莆田县人民政府副县长（挂职）、第九届共青团福建省委员等。兼任中国国际茶文化研究会常务理事、中国茶叶学会理事、中国茶叶学会茶叶经济专门委员会副主任、福建省茶叶学会常务副会长、福建省农学会副会长、福建省茶叶协会高级顾问、北京“奥运中国茶香世界”顾问、中华茶人之家联谊会福建理事会高级顾问、《海西茶话》杂志高级顾问。

（二）时尚茉莉花茶
茉莉花茶盛产于风光秀丽的江南，犹以福州所产的茉莉花茶品质最佳而著称于全国。福州具有得天独厚的露天栽培茉莉花的优势，所产的茉莉花茶，由于具有色泽“三绿”（润绿、碧绿、嫩绿）、香味“三优”（鲜爽、浓郁、灵感）而独具一格。问世以来，飘香饮誉我国“三北”（东北、华北、西北）和远销欧、美及东南亚等国家和地区，颇受人们喜爱。早在1000多年前的宋朝，中国已经开始窨制花茶。当时将龙脑（一种香料）加入贡茶里，以助茶香。不过，正式用鲜花作香料窨制花茶是明朝。明人用木樨、茉莉、玫瑰、蔷薇、兰蕙，栀子、木香、梅花等各式鲜花窨制花茶。花茶问世虽早，但作为商品茶大量生产只有近百年的历史，而福建大量生产茉莉花茶的历史则至少有一百年。福建的茉莉花是从南海移植来的。茉莉花又名“末丽”，《群芳谱》上说：“末丽原出波斯，移植南海。”然而也有人认为福建的茉莉花源自印度。宋时，茉莉花已在福建得到广泛种植，“露华洗出通身白，沉水熏成换骨香”赞的就是它；宋人梁克家《三山志》中则肯定“此花独闽中有之，夏开，白色、妙丽而香”。茉莉主要产于福建的闽侯、长乐一带，更是福州的市花——星点白色小茉莉花摇摇于襟前颈下，确是榕城一幅美妙清凉的夏日风景。19世纪中叶到20世纪30年代，福州茉莉花茶生产发展到鼎盛时期；其时，京、津茶商云集榕城，大量窨制茉莉花茶运销东北、华北一带的大城市，福州由此成为全国窨制花茶的中心。据1900年至1931年的不完全统计，当时福州城内经营茉莉花茶生意的省内外茶商有80多家．除了开行、设庄、办厂，还结成了“天津帮”、“安徽帮”、“茶庄帮”等行帮88家。与此同时，来榕开洋行做茶叶生意的外商也接踵而至。福州花茶开始运销欧、美和南洋各地，茶叶的产量也为数甚巨。1933年达到了7500t左右。福州茉莉花茶选取烘青绿茶作底茶，制作工序十分严谨，得到广泛欢迎，窨花技艺亦迅速流传各地。1882年，台湾利用长乐引种的茉莉花，开始窨制茉莉花茶；四川在1884年从福州引种茉莉花苗；L938年，福州的窨花技艺传到苏州，以后这些地区都发展成了国内重要的茉莉花产区。茉莉花茶也曾在20世纪40年代战火频频之时滞销停产，同国家命运休戚相关。1949年以后，茉莉花香再起，到60年代，福州莱莉花茶已运销全世界22个国家和地区。
