Author Description

焦瑞进，男，中国科技大学管理工程硕士、注册会计师、扬州税务学院兼职教授、云南财经大学财经学院硕士导师，中国财经大学税收教育研究所研究员。
历任中国科学院管理干部学院讲师，国家税务总局计划统计司宏观分析处处长、计划处处长和大企业税收管理司一处处长、助理巡视员，现任中国税务学会学委会副秘书长。长期从事税收分析、税源管理、纳税评估方面的管理、研究和教学工作。
主要成果有：参与组织的《税收系统工程研究》获国家自然科学基金委员会专家评审优秀奖；1999年负责组织建立全国重点税源监控体系；开发《税收收入分月滚动预测模型》，获2000年度全国优秀税收科研成果三等奖；《宏观税收分析指标体系及方法》获2006年全国税务系统科研成果评选一等奖；出版《税源监控管理及其数据应用分析》《微观税收分析指标体系及方法》《微观税收分析》《税收分析人员岗位知识与技能》等专业著作10余部；发表“误区重重，400多页内控制度形同虚设”“税务风险和税务遵从的概念差异与关联”等专业文章20余篇。

（五）面向事业需要，人才支撑有差距
税收治理现代化，关键要拥有一支能领军的高素质专业化队伍。当前关于人才队伍建设的最大问题是留不住人，究其影响因素，一是高精尖人才已为社会新兴产业的高薪所吸引，二是现有公务员管理机制影响高端人才的发展。加强干部队伍建设，在加强党建和思想政治工作的基础上，更要抓好群众性精神文明创建活动，选树和宣传先进典型，激发正能量。解决上述问题，首先，选好干部配强班子将是当前的首要任务，以税务领军人才为牵引，努力造就一支数量充足、种类齐全、结构合理、素质优良的税务专业人才队伍。其次，建立有效的绩效管理机制，通过科学考评，真正把单位评先、个人评优、干部提职等关联制度建立起来，给每一个有真才、能实干的人一个充分的发展空间。
（六）面向国际潮流，合作竞争有差距
面临经济国际化、全球化的发展大趋势，解决我国经济新常态的发展问题，企业走出去融人全球化发展，迎接全球化创新是根本出路。为此，要进一步增强忧患意识，以更强烈的紧迫感、责任感和使命感，积极应对国际形势变化的各种挑战，推动我国税收事业实现大变革和大发展。要积极参与国际税收治理，深度参与应对税基侵蚀和利润转移（BEPS）行动计划。健全有中国特色的国际逃、避税防控体系，加大与重点投资国税收协定的谈签和执行力度，为“走出去”企业提供稳定、透明、可预期的税收环境。

发展的根本问题，是能不能解决现实问题。现实未解决的问题，无疑受各种客观因素的束缚难以突破，所以解决这些现实中难以解决的问题，根本的出路在于创新，打破常规才能寻求突破。第一，要通过创新理念，树立善治理念、弘扬法治理念、增强共治理念；第二，要通过创新机制，摒弃僵化官僚机制、实施灵活有效的机制、出台绩效推进机制、完善信息管税机制、健全人才保障机制；第三，通过创新组织，优化资源配置、激发组织活力、强化领导责任；第四，通过创新方法，坚持顶层设计与基层探索相结合、坚持面上统筹与点上突破相结合、坚持总结经验与持续改进相结合；第五，通过创新能力，强化学习能力、强化思考能力、强化感悟能力；第六，通过创新文化，培育税务精神、凝聚税务力量、彰显税务形象。只有通过这一系列的创新，才能解决税收事业各个领域面临的现实问题，引领税收事业现代化建设的发展方向，加快税收事业现代化建设的进程。五、诸多“化”的关系解析纵观我国推进税收现代化进程的历史变化，以加强税源监控管理伊始，先后提出了税收管理科学化、精细化、信息化、专业化、扁平化，直至现在推进现代化等一系列理念。这么多的“化”伴随着税务系统领导频繁的更替，很容易给基层税务机关形成领导作秀的感觉，而且显然已经让基层税务机关就如何定位税务管理模式摸不着头脑。那么，到底应该如何定位这么多“化”的相互关系呢？理顺这么多的“化”的关系，首先要认识这么多“化”的概念内涵和层级关系。科学化，是从逻辑关系客观、合理的维度提出的概念，是知识体系概念化，属于思想范畴，用于指导社会实践正确发展。现代化是科学思想时代特征的反映，是当前最先进思想理念和技术手段应用的代表性展现。两者的关系：没有科学化的引领，就不可能实现现代化；落后于现代特征的社会事物，就谈不上具备当前最科学合理和技术手段的应用。引领现代，必须创新，否则只能跟着跑；创新有效，必须科学，否则事与愿违，前功尽弃。至于科学化与精细化、信息化、专业化、扁平化等的关系，则是思想理念和工作方式两个层面的范畴，只有以科学理念引导工作方式，才能实现合理性发展。
