《数字化管理在城郊农村的应用》讲述了城郊农村“城非城，乡非乡”，在现实的公共管理中问题纷繁复杂，与传统的城市管理存在着显著差异，也因此在公共管理的理念、技术、机制与组织架构等方面存在许多独特的规律和现象。依托北京市朝阳区城市管理监督指挥中心的数字化城市管理模式（Citi-PODAS系统），《数字化管理在城郊农村的应用》介绍了如何在城郊农村引入科学化和现代化的公共管理数字化系统，以应对城郊农村出现的大量实践问题，从而以此为切入点，统筹城乡发展，实现城郊农村和城市的和谐与可持续发展。

Author Description

秦波，先后于2000年、2003年、2007年于武汉大学建筑系、北京大学城市与环境学系、新加坡国立大学房地产系获工科学士、理学硕士、博士学位。现任教于中国人民大学公共管理学院城市规划与管理系。发中、英文论文十余篇，其中含SSCl论文两篇；参与编写著作四本，主持各类研究和规划项目若干。
安国平，大学本科。现任北京市朝阳区数字化城市管理监督指挥中心科长，长期从事城建、市容管理、城管监察、农村地区数字化城市管理等工作。

第1章城郊农村与数字化管理系统
城郊农村是否需要数字化管理?这是本章将要回答的问题。在许多人的印象中，城郊农村要么只是一个城市的附属物，要么只是大片单一的农村，不需要先进的数字化管理系统。
事实上，城郊农村并非传统意义上的农村地区，而是处于城市和农村两大系统的“结合部”。传统意义上的“农村”，主要从事养殖业等领域的经济活动，因此数字化信息系统更多用在“数字农业”、“数字养殖业”等方面，比如利用数字化技术管理农产品的生产，统计追踪农产品销售情况等。城郊农村所从事的经济活动则要复杂很多。除了农业、养殖业等领域的经济活动，各式各样依托毗邻市区（市场地）区位优势而发展起来的工业生产活动，城市郊区化所带来的房地产开发和零售等都是城郊农村常见的经济活动。
城郊农村也和传统意义上的“城市”有着明显的不同。既表现在经济活动的强度和密度上，也表现在社会文化活动的数量和质量上。
正是由于其独特的区位，“城非城，乡非乡”的特点，城郊农村的发展具有不同于传统“城市”和“农村”发展的重要意义，需要进一步加强公共管理系统的建设。

针对传统城市管理的弊病，充分运用数字化城市管理理念进行城市管理流程再造和制度重构，建立全新的数字化城市管理模式是中国所有城市面临的最严峻的挑战。
