一个国家或者地区的经济发展，实质上就是一个资源优化配置的动态过程。按照西蒙·库兹涅茨教授的说法，现化经济增长意义上的经济发展作为一个资源优化配置的动态过程，表现在两个重要方面：一是资源从初级产业向制造业和服务业部门的流动及优化配置，即工业化；二是资源从农村地区向具有空间区位优势的城镇集聚及优化配置，即城市化。因此，工业化和城市化构成了一个国家或区域经济发展的最重要内容。同时，现代经济增长的历史表明，经济制度对于经济发展是至关重要的前提条件，正如道格拉斯·诺斯教授所言，制度是经济增长的关键。经济制度的变迁同样表现在两个重要方面：一是资源配置主体的变化——民营企业成为资源配置的主体，即民营化；二是资源配置方式的变化——市场成为资源配置的主要方式，即市场化。可以认为，中国30年的经蛴制度变迁和经济发展，实际上也就是民营化和市场化推动工业化和城市化的过程，民营经济已经成为中国经济发展最重要的推动力量。
从中国改革开放和经济发展的历史来看，中国经济已经初步完成了工业化的初期任务，或者说，从工业化的初期走到了工业化的中期；同时，中国经济已经在很大程度上改革了计划经济体制，初步确立起了市场经济体制。从中国改革开放和经济发展的方向来看，中国经济的发展将要从工业化的中期跨向工业化的后期，完成建设全面小康社会和基本实现现代化的任务；同时，中国经济将进一步完善市场经济体制，从初级市场经济走向现代市场经济。概括地说，中国经济目前正面临着艰巨的改革和发展的双重阶段转换的任务，即从工业化中期跨向工业化后期的发展阶段转换和从初级市场经济走向现代市场经济的改革阶段转换。这种改革和发展的双重阶段转换，构成了中国民营经济发展的重大现实背景。

第一章 绪论
第一节 研究的背景与动因
劳动关系是由劳动者和劳动力使用者为实现劳动过程而结成的社会经济关系。不论从哪个方面、何种层次上去认识和把握，我国社会转型期的劳动关系已经明显呈现出多元化、市场化、契约化和自主化的特征。但在劳动关系向市场化转变的过程中，强资本弱劳工导致劳动关系已经出现严重的不均衡，劳动者的利益缺乏有力的表达和维护机制，进城务工人员由于权益保障机制的缺失更是被逼向了“身份上错位、权益上缺位、社会上边位”的尴尬境地（丁胜如，2005），而劳资矛盾最为突出的还在民营企业。
所谓民营企业，从广义上讲，是指非国有企业。它包括城镇集体企业、乡镇企业、个体、私营企业以及三资企业在内的所有非国有经济。从狭义上讲，民营企业是指个体、私营企业。本书所分析的民营企业主要是指个体、私营企业。在中国的经济增长中，民营企业发挥着比较重要的作用。
