Author Description

段杰，女，副教授。2003年毕业于中山大学城市与区域研究中心人文地理专业，获理学博士学位；现在深圳大学经济学院从事教学与科研工作，任区域经济学专业硕士生导师。主要研究方向：区域经济、城市地理与城市经济。已在国内外学术刊物与会议发表学术论文30余篇，主要关注服务业、创意城市建设、创意产业发展、高新技术产业集群等相关研究领域。曾获得广东省社会科学学术年会优秀论文一等奖、三等奖等多项奖励。主持广东省社科规划项目1项，主持深圳市哲社规划项目2项，主持深圳市相关横向课题10余项，并参与省部级科研项目多项。主要著作有：《深港生产性服务业合作发展策略研究》《南山区打造“深港创新圈”先锋城区策略研究》《创意城市构建路径、模式及评价指标体系研究》等。

金融集聚区潜在的竞争压力和竞争氛围迫使各个企业加快金融产品的开发与创新，面对广阔的市场加快技术的进步与创新。
在金融产业集聚的过程中，与金融产业相关的辅助产业得以完善，这些金融支撑机构和企业间通过相互作用形成一个区域创新系统，可以加快新产品的研发进度，提高了集聚区的科技成果转化效率，从而提升整个集群的创新和竞争能力。
（3）降低交易费用
交易费用是企业成本的重要组成部分，降低交易费用是提高企业利润源的一个重要方法，产业集聚能够从如下几个方面降低交易费用。
首先，通过空间地理上的产业集中，金融服务企业和客户都比较熟悉，形成了网络化的信息流动渠道，减少了信息交流和搜寻的成本，并且企业分摊了信息共享成本，使得单个企业成本最小化。
其次，产业集聚促进了企业间的相互了解和联系，容易建立信誉机制，减少了企业经营中的机会主义倾向，大大降低合约的执行和监督成本，有利于诚信公平的市场环境的形成。
（4）知识溢出效应
就知识溢出功能而言，集聚企业具有内部溢出和外部溢出的双向溢出功能。内部知识溢出即集聚区内部企业活力的增强带来企业技术、管理机制和高素质人才在该区域内部的外溢和扩散，在集聚区内部，通过竞争效应以及补充协调机理的配合作用，最终带动集群内部劳动生产率的整体提高。
外部知识溢出则意味着企业的专利知识、科技创新活动和高效的管理方式向集聚区域以外的地方转移和扩散。集聚区内部企业不但要进行科技创新，更重要的是要把科技创新的成果向市场推进，那么在这个过程中，集聚区内部企业与政府部门、集聚区外其他企业等市场主体的商业往来便必不可少。而金融产业集聚区企业本身大都是在政府政策的推动下形成的，能够在大规模节约交易费用的情况下为集聚区企业整合资源，从而为区内企业整合大量的社会资源，这些错综复杂的社会网络和间接联系使得企业的科技创新成果、专业领域知识以及高效管理经验能够以最快的速度推进市场，被社会上众多市场主体所认可。5.2金融产业集聚对区域经济增长的负效应当产业集聚水平发展到一定阶段时，集聚经济效益达到最大化水平，此时若产业集聚继续往前推进，便会产生一系列负效应，诸如要素价格上升，拥挤成本递增以及市场过度竞争，这些负效用实质上是产业集聚到一定阶段所产生的规模不经济的具体表现形式，正如Gary（2003）所指出的那样，产业集聚为城市的中心集聚规模的扩大提供了吸引力和推动力，那么规模不经济则是空间约束力和排斥力的重要原因。在产业集聚过程中，集聚效应在一定范围内才能得以充分发挥，超过一定界限，集聚区随着规模不经济的产生，必然走向衰落。产业集聚的负效用表现在以下几个方面：
（1）拥挤成本递增
集聚不经济的一个主要原因便是由产业空间集聚可能引发的拥挤成本。拥挤成本增加源自于对区域基础设施或公共服务的过度使用，也就是说，在空间现有产业规模下，区域基础设施或公有资源所服务的企业总量已经达到最大化，区域经济利润实现了最优，如果在此基础上再增加一单位的使用量，就会使现有使用个体的使用成本增加，我们就认为出现了拥挤成本增加。伴随着区域集聚程度的不断提高，拥挤成本也出现了递增的趋势和可能。简而言之，过度的集聚会导致公共物品供不应求，单个消费者的社会福利水平降低；社会经济活动超过空间承受能力而诱发办事效率低下、监管成本上升等问题。
（2）引发过度竞争
适当的竞争是市场经济健康发展的助推剂，能够推动企业不断地更新技术，改善经营管理，提高服务水平从而在优胜劣汰的市场中得以存活，但是当竞争超过一定限度，其弊端也必然显露。产业集聚存在引发过度竞争的可能，在特定时期，市场需求基本保持恒定不变，与此同时同类产品却大量生产，供过于求，供需失衡便由此产生，过度拥挤的市场引发集群企业内部为了抢占市场份额而导致的恶性竞争。若企业违背市场规则和行业规范，无序竞争，竞相降价、相互攻击、以次充好，就会严重损害产业集聚区所有企业的整体形象，最终阻碍集聚区产业集群的健康发展。
