2 初到咸安，那令人头皮发麻的混乱局面
我回湖北的第一站是襄樊下辖的枣阳市，任市委常委、常务副市长。报到的第一天就闹了个笑话，组织部接转关系的同志认定我的工资单绝对地搞错了：一个正处级干部“怎么会有几千元的月工资”？大家都知道，湖北省一般县市区领导干部的月工资充其量只有1000元左右。电话挂到海南，那头的人半天搞不懂这头所提问题的意思。我1999年7月到咸安任区委书记时，工资水平更低，仅为“前四项”基本工资，即使是把每个月50元的“下乡津贴”等钱加在一起也还不到800元。我扳着指头粗略一算，正好是洋浦经济开发区所发工资的六分之一。俗话说，“人往高处走，水往低处流”。管工资的科长晚上回家将此事当成故事讲给他老婆听，老婆嘀咕着说：“这宋书记怕是神经有什么毛病吧！”
似乎像是给我来一个“下马威”，就在上任的前一天，咸安遭受百年不遇的大暴雨并引发大洪灾，全区22个乡镇有2.8万间房屋倒塌，50多万人口中有近10万群众无家可归。齐腰深的正在扬花抽穗中的早籼稻，泡在汪洋一片的黄泥汤中。学校停课、商店关门，几乎所有的大小工厂都被“咙王爷”端了锅。区长王玲同志陪同我，车子无法上路，我们卷起裤腿，打着赤脚，冒着瓢泼大雨到各灾区现场办公，安置和慰问灾民，发放救济物品。看到老百姓那一张张无奈而痛苦的面孔，想到咸安本来就是湖北省38个贫困县中的不幸一员，如此再“屋漏偏逢连阴雨”，我连头皮都麻了。
俗话说，有祸不单行。继1998年长江大汛之后，1999年高位的“姊妹水”又接踵而至。7月10日，也就是我上任的第二天，省防汛指挥部直接给我下达命令，要我按照每公里江堤400人的标准配置力量，率4000青壮劳动力驻守“四邑公堤”。所谓“四邑公堤”是北宋时期中央政府牵头，由当时的武昌（今江夏区）、蒲圻（今赤壁市）、嘉鱼、咸宁四县地方政府根据各自的受益面积分摊修筑而成的长江大堤。这里处于武汉市的上游，落差约为3～4米。1998年的簿洲湾溃口，就在这“四邑公堤”的外侧。如果“四邑公堤”一旦出了问题，整个武昌城区将立马面临灭顶之灾。所以，保荆江大堤，保的是长江以北的汉口和汉阳，保“四邑公堤”则保的是长江以南的武昌。汉口、汉阳是工商业重镇，当然得力保；武昌是湖北省政治、文化的中心，更是得死守。
在这种严峻的形势下，我只好与王玲同志分兵把关。考虑到女同志搞防汛的诸多不便，于是让她在家里主持工作，指导各乡镇开展生产自救，我则带着4000名咸安子弟奔赴“四邑公堤”，冒着烈日与高温，日夜与洪水对峙，和涛声相伴。防汛是各级政府和每一个公民义不容辞的责任，除了主要的防汛器材由政府购置之外，所有防汛活动都是义工性质，还要自带伙食。虽然老百姓在大灾面前表现得十分坚强和无怨无悔，但想起他们的土地和房屋正泡在黄泥之中，却又要咬紧牙关舍小家保大家，今年的日子怎么过？恐怕也是无言以对的伤心事。作为区委书记，如何尽到党委和政府的职责，有效地帮助他们渡过眼下的难关，零乱的思绪亦随着江中那滔滔浊浪，整整煎熬了我30天，直到8月10日省防汛指挥部解除警戒令，我们才得以“班师回朝”。
然而，更令人揪心的还不只是肆虐的洪水。我带着秘书张拥军，推着自行车走遍了咸安的山乡农村。在调查中了解到，咸安经济基础脆弱，总量块头小，运行质量低；工业腿短，农业落后；政府机构臃肿，财政捉襟见肘；地方可用财力仅5374万元，而13111名财政供养人口的前四项基本工资就得支出6708万元。分管财政的常务副区长边一山同志告诉我，每到月初，区委、区政府主要领导人“压倒一切”的头等大事，就是找省市财政部门和银行金融机构到处“求爷爷、告奶奶”去借钱挪钱，甚至经常性地“拆东墙补西墙”凑钱给党政机关的干部和事业单位的职工们发工资。在这种“讨饭”财政的境况下，根本就没有资金用于搞建设，只能是拖一天算一天，混一年算一年了。边一山还强调，许多省直的厅局委办都在咸安最困难的时候或多或少地“拉”过一把，但他们至今对咸安逾期不还钱、一拖好几年的这种忘恩负义的事情想起来就头痛心烦。在争取省政府有关部门的计划性建设支持的问题上，咸安也颇受歧视。分管农业的副区长程家华同志讲，凡属需要下面县市区配套资金的各种事儿，如大中型水利基础设施、基本农田平整、农业科技开发等等建设项目，一般情况下都会以咸安财政太穷为理由，很少有咸安的“戏唱”。
因为种种历史与现实的缘故，历史遗留下来到我们这一届的债务如山。就区级债务的大项而言：农村基金会欠款3.68亿元，“普九”负债9400万元，粮食亏损挂账1.5亿元，党政机关办经济实体亏欠2.6亿元，财政赤字3800多万元。近9亿元的债务，以1998年本级可用财力5374万元计，即使不吃不喝，亦需17年方可了结。“杀人偿命，欠债还钱”，一直是中国人天经地义的法则。区委办公室主任李国文对我说，区政府无钱还债，老是当“被告”，各种“官司”不断，法院的传票像雪片一样飞来。作为区政府的法人代表，王玲几乎不敢出门，小车数次被省高院扣押。乡镇的干部反映，“普九”之后，为追讨“血汗钱”，建筑包工头经常到学校教室锁门，到镇长家里“蹲点”，闹得学生不能正常上课，干部不能正常上班。特别是那些将自己一辈子省吃俭用所积累下来的血汗钱、救命钱、养老钱存入农村合作基金会而血本无归的储户，更是成百上千地相聚在一起，三天一小访，五天一大访，不仅在众目睽睽之下敢把王玲区长的花裙子往下扯，而且还经常围困市政府，堵国道省道，甚至冲击京广铁路大动脉，连原国务院朱总理都不得不于万忙之中专门过问此事，遂使咸安成为了全省闻名的社会秩序严重动荡的“重灾区”。
由于财政窘迫，入不敷出，党政机关和事业单位又不能像美国政府那样在没有钱的时候可以随时“关门大吉”。干部要工资，职工要福利，办公要经费，逢年过节还得多多少少给点奖金与补贴。“官粮”吃不饱怎么办？有些机关、单位便“八仙过海，各显神通”，充分利用本部门、本单位的各种职能权力和附属资源“刮地皮”，千方百计“吃民粮”。区工商局局长带队上国道拦车，没料到为几个不知苦楚的记者逮了个正着，旋即被中央电视台《焦点访谈》曝光；渔政局局长也如法炮制，在国道上截住湖南某公司运往北京的几车鳝鱼，结果被人告状告到中央纪委，连“乌纱帽”都丢了；某派出所所长为完成罚款任务，让手下干警日夜跟踪辖区内的企业老板，一旦发现情况便立马“现场搞定”；经贸口的主管单位则不断地组织各种各样的升级达标活动，无论最后结果如何，钱可一分也不能少收。到咸安还不足一个月的时间，我就收到强烈批评投资环境恶劣的“告状信”一千多封。矛头所指，绝大多数是政府机关。有位浙江温州的投资者在信中说：“咸安乱收费、乱罚款、乱集资、乱拉赞助、乱摊派现象已经到了我们外来投资者无利可图和无法忍受的地步，如果这种‘开门招商、关门打狗’的做法还不悬崖勒马的话，我们11家浙商将集体抽资退出咸安区。”
在广大山乡农村，由于现代教育的“阳光”没有很好地普照到农村，农民中斗大的字不识一箩”的文盲或半文盲劳动力比重竞占到总数的8.5％，小学文化呈度的为34％，初中文化程度的为47％，高中文化程度的为10％，大专以上文化程度的人则是凤毛麟角。但真正种田的人还不是他们，而是被戏称为“386199部队”的妇女、儿童和老人。我对区委副书记江仁春同志讲，绝大多数青壮年农民背井离乡外出打工，属于是农业经济原始落后的必然结果，也是农业增效和农民增收缺乏长期稳定机制的真实反映，实有不得已而为之的苦衷。如此一来，传统农业越发显现出“老态龙钟”和无可奈何的衰败，绝大多数以农业为主的县域经济发展也必然更加艰难。1997年，咸安农民人均纯收人仅为2023元。1998年为2122元，远远低于本来就不怎么高的全省平均水平。为什么差距这么大呢？在调查中我发现，多数农户的农产品商品率只有30％左右，有近30％的农户则退到了自给自足的状态。这就是说，相当多的农户无法通过农业生产获取足够的现金报酬。
与原始状态的农业相比，工业也好不了多少。分管工业的副区长熊棠芬陪我参观，屈指一算，形形色色、林林总总的各类国有企业不到一百个。

Introduction

老实说，对于宋亚平，我并没有什么特别的兴趣。
我，与他素昧平生，虽然也工作在祖国的中西部某县。他是管理着数十万人口的一堂堂区委书记，而我是属于另一个百万人口县的那百万分之一。所以，没有与他对话的任何条件，也没有与他交流的任何心理冲动。
宋的区，其实也是一个县，跟中西部地区的任何一个县，没有什么太大的区别。所以，把他作为一个县委书记来看待，应该不会有什么错误。但是，对县委书记，我并不陌生。当了近二十年的干部，当然知道县委书记是干什么吃的。尤其近十多年，我从县委机关的一名普通干事，到县委办公室的副主任，再到县直部门的主任，然后是一乡之长，再后是另一个镇的书记，从不同的工作岗位，远远近近地接触过我所在县的好几任县委书记。
机关大院里行政级别等级森严、上尊下卑，下级只能安分守己地工作，在这种规则之下，我和绝大多数的普通干部一样，与高高在上的县委书记之间，存在着不可逾越的空间距离和无法亲近的心理距离。
浸淫日久，作为一个下属，对于掌握一县之内绝对权力、并且掌握着自己命运沉浮的县委书记，心底生出些许不可名状的敬畏与疏离，应该是很自然的。所以，在我看来，咸安区委书记宋亚平和我熟知的县委书记们没有什么不同。当然，这只是我个人对于县委书记的一点认知。公众呢？尽管各种认识千差万别，但在很大一部分人群的心目里，多年以来，村级支部书记就是史来贺、吴仁宝、甚至包括禹作敏为代表的“智慧农民”的形象。近些年来，乡镇党委书记就是董阳、李昌平、陈文胜为代表的“落难英雄”的形象。
那么，县委书记又是以谁为代表的一个什么样的群体形象呢？焦裕禄吗？似乎太过遥远。上世纪90年代中期中组部命名的“全国百名优秀县市委书记”吗？早已经时过境迁了。陈光？夏一松？好像也只是昙花一现。倒是不断见诸报端的“出了事”的县委书记，时不时地被人骂上几句。
种种机缘，宋亚平，咸安区委书记，走进了我的视野。
