Content Description

“一退两还”（即退耕还林还草）是我国于世纪之交在西部地区实施的一项战略性措施。由于“一退两还”工程实施区绝大部分是经济发展水平低下、生态环境十分恶劣、人地关系严重失衡的山区、丘陵区以及荒漠区，使得该工程在客观上便具有生态环境建设与经济结构调整的双重性质。由黄文清编著的《西部地区一退两还后补偿机制研究》主要内容为西部地区实施“一退两还”补偿机制的理论依据，西部地区“一退两还”补偿机制实施的背景分析，西部地区“一退两还”现行补偿机制实施等。

Author Description

黄文清，女，1980年5月出生于湖南省耒阳市。1999年考入华中农业大学农林经济管理系，2003年被保送为本校农业经济管理专业硕博连读生，2008年获管理学博士学位。现就职于湖南农业大学经济学院农经系，任系副主任。主要研究方向为农业经济理论与政策、生态与环境经济。近年来，先后主持农业部食用菌产业经济研究室委托课题1项、省社科基金项目1项、省情咨询与决策项目1项、省烟草专卖局科技项目1项及其它课题4项，参与各级各类课题10余项。累计发表学术论文20余篇，获省级奖励成果2项。
