Content Description

税费改革本是一场规范农村分配制度，切实减轻农民负担，促使农村基层政府职能转变的重大制度变革，但是，由于传统思维和体制惯性，农村基层组织的运行方式并没有发生相应的转型。某些基层组织非但没有转变为服务农村的行动主体，反而正在和农民脱离其旧有的联系，在其行为过程中出现了消极行政、行动迷失等“悬浮化”的趋向。农村基层组织运行方式落后导致后税费时代农村公益事业发展严重滞后，所以，要想实现农村公益事业的持续健康发展，我们就必须改变农村基层组织的运行方式，构建一种新型的农村公益事业发展模式。
新中国成立以来，农村基层组织运行和公益事业发展的搭配模式大致经历了以下三个阶段：一是计划经济时期，权威型的农村基层组织运行方式和政治动员型的农村公益事业发展模式；二是改革开放后，税费改革前汲取型的农村基层组织运行方式和供给主导型的农村公益事业发展模式；三是税费改革后，悬浮型的农村基层组织运行方式和行动迷失型的农村公益事业发展模式。

Author Description

纪志耿，男，中共党员，博士，四川大学马克思主义学院（政治学院）教师，四川大学青年骨干教师。近五年来，相继发表科研论文20余篇，其中CSSCI来源期刊论文15篇，部分文章被《人大复印资料》、《高等学校文科学术文摘》转载；承担国家社科基金青年项目1项，国家社科基金重大招标项目子课题1项，四川省哲学社会科学研究青年项目1项，四川大学青年教师科研启动基金项目1项，获得四川省第十四次哲学社会科学优秀成果二等奖1项。主要研究方向为农村经济、马克思主义中国化。

在这里，庇古从农业有利于培养出优秀的士兵而无法获取这一外部收益的角度，阐述了对农业给予补贴和保护政策的必要性，这实在是和今天的农业补贴理论大相径庭。但无论如何，它们都表明了一点，即农业是一个弱质产业，农业对于整个国家来说是事关粮食和安全问题的重大公共产品，因此应该从各个方面予以指导和帮助，这对于当今我国农村公益事业发展的途径探索具有借鉴意义。另外，对于生产和销售酒类这些具有负外部效应的企业而言，庇古主张对他们征收一笔特别的税，来矫正其外部效应，使私人净边际产品和社会净边际产品达到一致。对于事关全体居民健康福祉的公益事业，庇古主张必须有一个权力较大的管理机构，运用某些官方的控制手段，由它干预和处理有关环境美化、空气和阳光这样的共同问题，就像处理煤气、自来水等共同问题那样。
庇古论述经济外部性和政府干预的理由时引用了西奇威克有关灯塔的例子，而这个例子又被保罗·萨缪尔森所继承和沿用。在他的《经济学》-书中关于“政府的经济作用”这一节，萨缪尔森写到：生产公共物品能够给社会带来大大小小的福利，但是这些经济活动却不能由私人企业去恰如其分地进行，原因在于这些物品的好处在居民中间分散得太广，以致于没有一个企业具有提供它们的积极性。这些公共物品的重要例子有：维护国防及国内的法制与秩序、修建公路、支持纯科学和公众健康。
