Introduction

科学技术作为第一生产力推动了经济的高速发展，创造了巨大的社会财富，而科学精神的弘扬、科学思想的宣传、科学方法的传播、科学知识的普及在提高公民科学素质方面的作用需要进一步加强。据中国科协第八次中国公民科学素质调查显示，我国公民具备基本科学素质的比例只有3.27%，相当于发达国家和地区20世纪80年代末、90年代初的水平，这已成为制约我国社会文明和进步的重要因素。

2002年6月《中华人民共和国科学技术普及法》颁布，国家在法律层面推动科学技术普及；2006年国务院颁布了《全民科学素质行动计划纲要》，普及科学技术、提高国民科学素质成为依法推进的国家行为。同时，科学技术的迅猛发展深刻影响着人们的工作、生活方式，社会公众对科学知识的普及产生了巨大需求。人民生活水平的提高，恩格尔系数的降低，人们对知识和加强自身教育的需求使支出结构发生了巨大改变。国家的战略需要以及社会公众的市场需求却因为优质的科普产品的缺乏而很难满足，巨大的需求和有效供给的严重不足催生了一个新兴产业——科普产业。

2002年以来，本人主持了中国科协下达的《科普产业形成研究》《科普产业发展研究》《中国科协科普产业十二五规划研究》《科普产品标准体系研究》等一系列课题的研究。主持起草了2003年中共安徽省委17号文件，这是全国第一个以省级党委政府文件形式提出发展科普产业，开发科普产品，组建科普产品研发中心，建设科普产业园区，形成科普产业集群等新理念的文件，文件的下发对安徽省科普产业的发展起到了巨大的指导和推动作用。安徽省科协和有关部门、单位进行了科普产业理论研究的基础上，积极开展了实践探索。组建了科普产品工程研究中心，连续举办了五届中国（芜湖）科普产品博览交易会，建立了第一个中国科普产业园，第一个科普装备标准技术委员会，在中国科学技术大学成立了第一个科普产业研究所，合肥通用机械研究院成立了科普装备研究所，中国科学技术大学、安徽大学、中科院合肥物质科学研究院等高校、院所的科技人员创办了一批科普企业，产学研用相结合推动了科普产业的发展，探索了公益性科普事业与经营性科普产业并举的机制，形成了理论研究、产品研发、产业集聚、市场培育、标准制定领先全国的产业发展态势。

科普产业理论研究和实践探索得到了中国科协的指导和大力支持，得到了安徽省委、省政府的坚强领导，参与科普产业理论研究和实践探索的有关部门、企业、社会团体和我的同事们付出了艰辛的努力，贡献了知识和智慧。

本书是基于科普产业理论研究的提炼归纳和科普产业实践探索的分析思考形成。由于研究的周期愈十年之久，有些数据略显陈旧；由于科普产业的发展仍处于探索阶段，有些概念还不够准确，有些分析深度不够，作为抛砖之作，敬请读者指正。期翼有更多的读者参与到科普产业的研究和发展中，使这个产业真正成为惠及民生的战略性新兴产业。
