《美国政府财政与债务危机：对中国的借鉴》：
国会参众两院有不同的分工。参议院负责批准总统的重要任命，包括内阁成员、联邦法官、各部首长、军队高级指挥官、驻外使节等。所有增加政府收入的法律必须由众议院提出，由两院批准并由总统签署。如果总统否决而两院2／3通过，仍可成为法律。《宪法》还允许国会制定适当的法律，国会的权力限于《宪法》所规定的权力。国会两院建立委员会，撰写法律、进行调查，近年两院各设有十几个委员会，分别解决各种问题。
联邦政府的行政权属于总统。总统和副总统由选举团选出，各州在选举团中有一定席位，而选举团由全体选民选出。总统任期两届、每届四年，总统是国家元首和政府首脑、军队的最高统帅和最高外交官，领导政府的行政部门，签署或否决法律。经参议院2／3通过，总统可以与外国建立合约。总统在国会同意下有权实施行政命令，任命最高法院法官和联邦法官。总统可能被国会弹劾。与一些国家不同，总统无权解散国会和召集特别选举。目前美国的行政部门有大约500万名雇员，包括100万名军人和60万名邮局职工。副总统是总统死亡、辞职或被罢免时的第一继任人；副总统是参议院议长，在参议院票数相等时有投票权。
