Book Abstract

1.什么是绿色金融
所谓绿色金融，就是用金融手段来支持绿色经济的发展。我国过去较多强调通过财政手段推动绿色经济发展，支持绿色经济发展的金融政策体系和制度安排相对滞后。国家发改委指出，要制定促进绿色经济发展的财税、金融、价格等激励政策。有的学者将“绿色金融”定义为绿色产业和传统产业绿色改造服务的金融要素综合，包含服务于节能减排和环境保护的各种金融制度安排和金融交易活动，其目的是推动金融资本向绿色产业集聚和延伸。绿色金融既依托于传统金融体系，同时又要形成鼓励金融要素向绿色经济流动的定价机制和风险管理机制。
2.绿色金融的必要性
首先，发展绿色金融，有利于加快绿色经济发展和经济发展方式转变，符合我国科学发展的利益诉求，顺应绿色发展的国际潮流，同时有利于推动中国金融业走向世界，赢取国际金融舞台的话语权。
其次，绿色金融代表着现代金融业的发展方向，其功能主要有三个方面：一是为绿色产业和传统产业绿色改造提供融资服务；二是为投资者提供投资增值的金融产品；三是为碳交易市场供中介和金融服务，包括市场规则、交易平台、产品标准、定价机制等。归纳起来，绿色金融的目的是引导资本流向绿色产业和传统产业的绿色改造，需要财政政策与货币政策的合理配置。
3.绿色金融的内涵和重点领域
绿色金融的内涵主要包括绿色融资、绿色金融产品创新、碳交易金融三个方面。当前，我国绿色金融的发展重点主要是三个方面：一是加强绿色信贷，强化企业融资的绿色标准；二是创新绿色金融产品，如绿色债券、绿色基金、绿色股票；三是推动碳交易金融，促进碳市场发展。
绿色信贷是金融杠杆在绿色经济领域的具体化。一方面，在金融信贷领域建立绿色准入门槛，对限制和淘汰类新建项目，不得提供信贷支持，从源头上切断高耗能、高污染行业的经济命脉，遏制高耗能、高污染产业的盲目扩张；另一方面，鼓励和支持绿色产业和传统产业绿色改造的融资。

Introduction

本书是笔者在中国科学院大学和日本筑波大学执教期间的授课讲义的基础上写成的，也是笔者执教16年来科研教学的集大成之作。1996年起，笔者在日本筑波大学任教，为研究生开设了“国际农村发展”、“国际区域开发演习”、“生物经济系统发展政策”等课程，2004年起回国到中国科学院大学（原中国科学院研究生院）任教，先后为研究生讲授“区域发展经济学”、“区域分析模型与方法”、“区域经济学”等课程。讲授这些课程所准备的讲义和课件，是本书成稿的基础资料。研究生课程一方面需要讲授相关学科的前沿动态和最新研究进展，另一方面也需要结合自身的科研经验，向研究生传授科学研究的思维和方法论，因此这些讲义和课件大多是基于作者自身的科研实践准备的。
本书是笔者思考区域发展问题的阶段性成果，也希望能成为区域经济学专业的研究生参考书。与区域经济学学科的大多数教材和参考书相比，本书在遵循区域经济学既有学科体系的同时，尝试对区域经济学教材的内容和体系做出改进。这些尝试性的改进主要有以下几个方面。
第一，突出区域发展的动态过程。笔者认为，区域发展是一个动态的经济过程，需要从经济学视角对区域发展过程进行动态分析。因此，区域经济学需要借鉴经济发展理论，关注区域经济增长的驱动力及其动态演进机理，对区域经济格局演进的过程和机理作出经济学解释。
第二，突出区域经济的空间相互作用。区域经济学有别于宏观经济学的关键特性有两个：一是区域性，二是区域的开放性。区域性也即区域的空间特征，区域具有特定的地理位置和相对地理位置。开放性是指区域经济是一个开放系统，区域之间经济联系的密切和频繁程度远超过国家之间的经贸联系，区际经济联系对于区域经济的重要性也远高于国际贸易对于宏观经济的重要性。
