《行政事业单位内部控制建设：理论与实践》
加强内部控制对管好用好教育经费意义重大
教育是国计，也是民生。教育投入是重要的民生支出。近年来，各级政府不断加大财政教育投入。2012年，国家财政性教育经费占GDP的比例实现了4％目标，这是中国教育史上的重要里程碑。随着4％的实现，财政教育经费的增加，我们国家办了多少年想办而没有办成的一些大事、好事和难事。从学前教育入园率到高等教育毛入学率，预定目标顺利完成；从消除中小学校舍安全隐患到化解高校债务风险，办学条件大为改善；从启动农村义务教育学生营养改善计划到建立覆盖幼儿园至研究生的国家助学政策体系，教育公平大力推进；从加强职业教育基础能力建设到推动高等教育内涵式发展，教育质量大幅提升。同时，我们也必须清醒地认识到，当前的教育经费管理工作中，还存在一些配置不尽合理，管理不太规范的问题，如一些地方义务教育学校虚报人数、部分中职学校冒领补助资金、个别高校科研人员贪污科研经费等。
这些问题，不仅损害了教育形象，也损害政府声誉，必须采取切实措施，坚决予以纠正。财政部颁布《内控规范》，正是我们教育系统加强内控建设，对教育经费进行全过程、全方面监管的有利时机。
各地教育行政部门和各级各类学校的负责同志，要充分认识加强教育经费内部控制的必要性和紧迫性，抓住这一契机，把学校内控建设当作一件大事来抓。
突出重点，切实做好内部控制工作
一是结合实际，完善内控制度建设。近些年，根据国家有关财经法规，教育部与财政部一道修订颁布了新的《中小学校财务制度》、《高等学校财务制度》；印发了《关于加强中央部门所属高校科研经费管理的意见》；在实施全国中小学校舍安全工程、学前教育三年行动计划和农村义务教育学生营养改善计划等重大项目时，均制定了专门的资金管理办法和监督办法；教育部结合学校实际，出台了《直属高等学校国有资产管理暂行办法》。目前，正在配合财政部修订《中小学校会计制度》和《高等学校会计制度》。各单位制定内部控制操作规范时，要做好相关制度衔接，最大限度地发挥制度体系整体联动效应。
二是加强信息系统建设，提升内部控制信息化水平。内部控制是业务管理和财务管理的有机结合，二者的密切联系需要依靠信息系统来实现。各地各学校要不断加强信息系统建设，通过信息的同步集成，实现财务系统与业务系统的有效衔接，及时发现和堵塞业务管理中的漏洞。
三是做好日常监督评价，实现常态化监管。注重发挥学校审计、纪检、监察等部门在内控建设方面的作用，建立日常监督评价机制。将内部控制建设和实施情况纳入日常监管范围，并切实开展内部控制测试评价。通过审计建议书、监察建议书等方式将测试评价结果向单位负责人汇报，促进内控规范的有效执行。
精心组织，确保《内控规范》顺利实施
各级教育行政部门和学校要将学习贯彻《内控规范》作为当前及今后一段时期的一项重要工作，周密安排，精心组织实施。一是加强领导。各单位负责人要亲自部署《内控规范》实施工作，指定专门机构和专门人员，落实这项工作。二是加强培训。培训方案要具体、可操作，力争做到全覆盖。要将《内控规范》培训纳入会计、内审等专业人员的继续教育内容。三是组织检查。2013年年底前，各级教育行政部门要结合“教育经费管理年”活动，对内控制度建设情况开展一次专门检查，避免走过场、形式化。对检查结果要及时通报、及时反馈，并将检查结果与工作考核挂钩，使内部控制各项规定真正落到实处。
