《现代产业政策理论新进展及发展中国家产业政策再评价》：
汉密尔顿却激烈地抨击着这些流行的经济理论，从理论以及实践上提出了一种类似于英国早期的发展经验的经济思想，这也就是产业政策理论的起源。1789年9月，汉密尔顿就任美国第一任财政部长，在此后的一年多的时间内，他根据当时的美国经济中表露出来的一些问题，先后向国会提交了4份报告，也就是《关于公共信用的第一份报告》、《关于公共信用的第二份报告》、《关于建立银行的报告》以及《关于制造业的报告》。在这4份报告中，他确立以通过发展工商业，促进美国经济发展的经济纲领。他不仅从政治上巩固了美国的联邦体制，提升了美国的国际影响，他还亲手建立了美国的财政金融体制，促进了美国的工业化发展，从而为美国后来的兴盛奠定了坚实的基础。
在那篇现代产业政策理论发展史上真正的里程碑式的报告——《关于制造业的报告》中，汉密尔顿抨击了“农业立国”的传统思想，指出了制造业在美国经济以及在现代经济体系中的重要地位。他驳斥了当时的重农主义学者所提出的只有农业才是生产性行业的提法，认为制造业也同样可以增加社会的就业，从而促进社会财富的增加，而且制造业的发展还可以为农业的发展创造出更为巨大的需求，因此如果要发展农业，首先就必须促进制造业的发展。
他指出，美国也并非像当时的古典经济思想所说的那样，生产优势仅在于农业之中，只可以通过出口农产品来换取工业制成品。北美大陆资源丰富，拥有充足的可以用来发展制造业的工业原料，而且从欧洲来到美国的移民中，拥有不少具有较为高超的制造业技艺的工匠，这也为美国发展制造业提供了充足的机会。
