Author Description

库桂生，湖北武汉人，国防大学国防经济研究中心教授、博士研究生导师。中央财经大学、上海财经大学，哈尔滨工业大学兼职教授。曾任国防大学科研部副部长、副教育长、教研部主任等职，正军职务，少将军衔。1992年获国家政府特殊津贴。著有《国防经济学概论》、《军费论》、《国防经济学说史》等书，主编、合著理论著作19本，发表论文100余篇，共约200万字。

沈永军，《军事经济研究》杂志编辑，江苏宿迁人。1990年经高考入伍，就读军事经济学院军队财务专业，2001年获军事经济学院财政学专业经济学硕士学位。2004年-2007年国防大学国防经济专业学习，获经济学博士学位。长期从事国防经济理论科研工作，研究涉猎军事财政、国民经济动员.后方专业勤务等多个领域。先后参加过国家发改委、财政部组织的国家级课题3项，参与国家社会科学课题1项，发表论文20余篇。

Book Abstract

经济战按照指导它的军事战略性质，可以细分为两类：一类是进攻性经济战；一类是防御性经济战。进攻性经济战，就是战时配合军事斗争，围绕敌方的经济，主动寻找并运用各种方式最大限度地达成削弱或破坏敌方的经济力。防御性经济战，就是为了把敌方对本方经济的反攻所造成的经济损失减少到最低限度，运用各种方法对本国的经济力进行保护。
根据参与国家的数量，经济战可以分为单边经济战和联合经济战。单边经济战，可能是一国对另一国实施，也可能是两个国家相互实行。联合经济战则是指存在多个国家参与，其可以细分为两种情况：一种是多个国家组成国家集团共同与特定一个国家之间进行经济战，一种是两个由多个国家组成国家集团之间进行经济战。
经济战在手段上有暴力和非暴力两种形式。暴力形式，即通过军事打击、军事封锁等暴力手段直接围绕双方具有重要军事价值的经济目标和经济活动进行破坏和反破坏。非暴力形式，其主要表现形式是通过贸易禁运、资产冻结、金融破坏甚至战略资源的市场竞购等非暴力手段对敌军事、经济活动进行干扰和扼制。如美国对伊拉克、古巴、利比亚等国的长期经济制裁与封锁，英阿马岛战争期间英国联合法国等西方盟国对阿根廷实施的武器禁运等，就是典型的非暴力形式经济战。
以非暴力形式实施的经济战，是通过破坏和消耗敌方经济和军事经济力量来实现的。通常认为，主要通过利用中断贸易、冻结资产等手段，其经济战双方的经济实力对比对非暴力形式经济战的效果起着决定性的作用①。这种经济战功效的显示，需要一定的时间，不能立刻带来战场上的胜利。这种经济战不适合转瞬即逝的局部战争，但它在具有一定持续时间的局部战争中仍然可以发挥作用。非暴力形式的经济战手段比较隐蔽，因而尽管其作用效果有时比较缓慢，但其影响却十分深远。非暴力经济战通常难以在短期内见效，而时间过长，会使参与者行动松懈并出现漏洞。参与国只能控制目标方的主要对外联系通道，而不能完全控制其边界，在与之接壤的边界地区往往出现大规模的走私和偷运，这会大大降低经济战的效果。
以暴力形式实施的经济战，由于是运用技术兵器直接打击敌方经济目标，既适合于有一定持续时间的战争，也适合于转瞬即逝的战争。一般地说，拥有优势的军力、经济力，是取得经济战效益的必要条件，准确地掌握敌方情况实施重点打击，并根据打击效应及时调整打击力量，是提高暴力形式经济战效益的关键。影响暴力性经济战效益的因素主要有：敌对双方军力、经济力的优劣比较；己方攻击手段和敌方反经济战措施的正确与否；打击目标的选择以及打击强度、时间、规模的确定等等。
