前言

为了适应我国不同时期对外开放和经济发展的需要，国务院先后批准设立了保税区、出口加工区、保税物流园区、跨境工业区、保税港区、综合保税区等海关特殊监管区域，海关也先后批准设立了保税仓库、出口监管仓库、保税物流中心（A型）、保税物流中心（B型）等保税监管场所。20多年来，海关特殊监管区域及保税监管场所建设发展迅猛，在承接国际产业转移、推进加工贸易转型升级、扩大对外贸易和促进就业等方面发挥了积极作用。
