Introduction

城市群是参与全球未来合作与竞争的重要载体，是组成国家经济社会发展的核心单元。本书以城市群的界定和识别为主要目标，从区域作用视角，开展了从城市到城市群的研究和探索。
从理论上，本书梳理区域作用的流派、理论及模型，提出区域作用力的测度框架：综合城市群的各类研究，提出城市群界定的概念架构。从模型及方法上，根据上述区域作用力和城市群理论研究，结合潜力模型、场模型、传统引力模型、聚类方法等技术手段，提出城市群的模型识别体系。另外，对全国654个县级及以上城市，测算城市作用力；利用单城市内部数据，测度作用力衰变形式；通过主要道路交通数据，求取全国尺度及城市尺度的可达性等。从应用上，根据所采用的模型及方法结果，界定全国城市群及其空间分布；确定出全国城市潜力及其资源环境特征；根据城市内部、城市与腹地、城市与城市的研究结果，提出相应政策性建议。
通过本书的研究，识别出2009年全国十二大城市群，即长三角城市群、京津冀城市群、珠三角城市群、成渝城市群、辽中南城市群、武汉城市群、中原城市群、济南城市群、长株潭城市群、关中城市群、福州城市群、南昌城市群。除此之外，围绕规模集聚效应，开展了从城市到城市群的区域作用规律探寻；研究了城市作用力自中心向外以乘幂曲线形式衰减，距离中心一定范围内，衰减程度剧烈，随后相对平稳：测度了当年全国654个县级及以上城市规模，并分为全国性中心、区域性中心（或重要副中心）、省域性中心（或重要副中心）、地区性中心、地方性中心、一般性城市六个层级；测算出较为精确的城市可达性，其最初距中心呈同心圆状向外扩散，随后呈程度逐渐加大的破碎状扩散形态；求取了全国城市潜力分布，其总体上由东至西呈降低态势；研究了全国城市资源环境承载力，并结合城市潜力，将全国划分为优化发展区、集约发展区、绿色发展区、保护性发展区、限制发展区五类区域。
本书系统地提出了城市群界定与识别的模型方法。一方面，为城市群的界定提供一种研究思路，另一方面，有利于城市群识别的实践操作。另外，从作用力大小和方式两方面来测度城市作用力，并提出城市规模的综合测度指标；通过选取主要道路交通数据，实现全国范围的实际可达性测度；通过选取城市内部数据，实现区域作用衰减形式的测度等。以上研究均在前人基础上进行了进一步的改进。通过本书的研究，以期为合理布局城市内部空间、打破城乡二元结构、推进各城市群建设、优化国土空间格局，提供理论依据和现实支撑。
本书是作者在博士论文基础上整理而成。时光荏苒，从论文答辩结束至今，已过三年。由于多种原因，而今方着手论文整理，所幸全文以理论和方法为主要内容，时效性要求相对较低。一路走来，获得了太多的关怀和帮助，实难言表，唯铭记于心、实践于行。“天行健君子以自强不息，地势坤君子以厚德载物”，唯愿始终践行。
