Book Abstract

避免社会财富分配不公、两极分化社会财富的分配不公、两极分化，会使穷人的消费品不能升级，会使穷人不能购买自己需要的产品。从而一方面造成产业无法升级，另一方面造成居民消费不足，减小社会经济价值。财富分配不公、两极分化，严重影响产品的生产和流通，对经济造成不可弥补的损失。财富分配越是不公，两极分化越是严重，整个社会的有效需求越是萎缩。
因此，要避免社会财富的分配不公、两极分化。增加低收入者的劳动报酬率，让高收入者成为高额纳税人，补贴低收入者。对我国来说，同时还要限制国有企业和政府官员的收入（包括灰色收入）。避免社会财富向少部分人集中。
《管子·治国》中说：“凡治国之道，必先富民。民富则易治也，民贫则难治也。民富则安乡重家，安乡重家则敬上畏罪，敬上畏罪则易治也；民贫则危乡轻家，危乡轻家则敢凌上犯禁，凌上犯禁则难治也。故治国常富，而乱国常贫。”
中国政府渴望带动国内消费，但如果家庭被迫支付通货膨胀税并且继续为无利可图的投资潮埋单，家庭消费将不可能增加。其他国家的经验也表明，一个长期依赖出口的国家要转到消费型经济需要多年的调整。最终，唯一有效增加对国内消费依赖的途径是扭转收入分配，让转移到国家和垄断企业部门的收入重新回归到家庭。
中国政府显然认识到了经济内部的生产过剩矛盾正在日趋尖锐，也很明白目前用加大投资的方法保增长会导致未来产能的更加过剩，所以政府已经把抑制生产过剩危机的爆发作为宏观调控的中心任务。
一方面压抑过剩产能，一方面抬升消费，希望能由此改变总供求失衡的态势，但是在生产、流通、分配、消费者四个社会化大生产的环节中，如果问题出在分配，那么单独在生产和消费两个环节做文章，而不进行收入分配领域的核心改革，可能什么都不会变化。
绕开分配的改革而去压制产能，将会产生新的产能过剩，其逻辑是“压产能→失业增加→收入下降→消费下降→产能过剩”，甚至可能由于中国的产业资本在国内没有出路，只能被赶进虚拟的死胡同而导致资产泡沫化，或者大量外流，不可能解决生产过剩问题。
同样，绕开分配的改革刺激消费，短期增加的消费只能是将未来的消费前移，在刺激政策导致的消费高峰之后，必然连接着未来阶段的一个消费低谷。不可能真正提升消费率。例如自2009年消费补贴、汽车和家电消费井喷之后，2010年汽车、家电库存大幅上升。
产能过剩的主要问题不是结构问题，而是消费者消费能力不足的问题，是分配方式的问题。
在2013年政府工作报告中提到“缩小收入分配差距，使发展成果更多更公平地惠及全体人民”，这是非常正确的选择。
