《“十三五”时期山西民生社会发展战略研究》：
二要实施就业优先战略。通过更加积极的就业政策，鼓励全民创业，以创业带动就业。进一步落实创业培训补贴、税费减免、小额担保贷款扶持、创业奖励、场地安排等扶持政策，努力扩大增长的就业效应，推动实现更加充分、更高质量的就业。着力实施高校毕业生创业引领和就业促进计划，大力扶持小微企业和劳动密集型产业发展，统筹开展农村剩余劳动力、转移人口和城镇困难人员、退役军人、残疾人等群体的就业工作。鼓励以创业带动就业，在全省开展创业型城市创建活动。推进政府购买基层公共服务岗位，用于吸纳高校毕业生就业。大力发展人力资源服务业，为各类劳动者提供均等、优质、高效的就业创业服务。大力实施农民素质提升工程，实施新型职业农民培育计划和农民工职业技能提升计划，切实提高农民工的就业竞争力。进一步完善就业救济制度，扩大失业保险基金支出范围。
三要建立对低收入者的扶持制度。拓宽城乡居民再增收渠道，突出做好企业职工、中低收入者和困难家庭增收工作，逐步缩小收入分配差距。进一步完善城乡最低生活保障制度，着力提高低收入人群收入，逐步提高最低生活保障和最低工资标准，加大对农村公共产品的投入，建立和完善农村社会保障制度，保证低收入者生活水平稳步提高。围绕帮助贫困群众增收脱贫这一核心任务，以实施到村到户精准扶贫为载体，扎实推进干部驻村帮扶工作，大力实施企业产业扶贫开发、劳动力就业培训、易地扶贫搬迁和金融扶贫富民等重点工程，加快推进连片特困地区扶贫攻坚，提升贫困地区发展水平，为山西全省全面建成小康社会奠定坚实基础。
（二）开启特色公共服务创新模式
基本公共服务涉及人群广泛，内容也最为丰富，历来是各级政府民生工作的重点和难点。在过去5年里，山西省基本公共服务经历了一个从小到大甚至是从无到有的跨越式发展进程，涵盖就业、教育、医疗卫生等全方位、多领域的基本公共服务体系基本建立。但有了“蛋糕”，并不一定能分好“蛋糕”，比如看病难有所缓解，但看病贵等问题仍然存在，义务教育上学已经不成问题，但择校问题又成为舆论关注的焦点，等等。这也意味着，“十三五”时期，山西省基本公共服务不仅要继续做大总量的同时满足人民群众更高质量需求，还要在均等化的基础上提供更多特色化服务。
促进教育事业协调发展。坚持教育优先发展战略，全面深化教育领域综合改革，促进教育公平，提升教育服务能力。强化基础教育的普惠性和公益性，要“软硬兼施”，一手抓标准化建设，率先实现城乡教育在校舍、仪器等方面的无差化，突出解决“最后一公里”终端建设，一手抓软件提升，通过局管校用、国培计划、提高待遇等手段，切实稳定并提高乡村教师队伍素质。加快建设现代职业教育体系，促进校企深度融合，推动职业学校与行业、企业联合培养高素质技术技能人才。优化高等教育结构，建立高校分类管理、分类指导体制机制，促进高等教育质量全面提高。完善城乡公共教育服务体系，优化城乡教育资源配置，实行义务教育学校校长、教师交流制度，完善城镇教师支援农村教育工作制度，推进城乡义务教育均衡发展，加快缩小校际之间、城乡之间、区域之间差距。
