对不同类型的中低产田因地制宜，搞好农业综合开发。
（3）进行小流域治理，防治水土流失
处于低山丘陵地带的耕地大多存在土壤流失的现实问题，扎扎实实搞好小流域治理，对于全面提高耕地地力水平具有重要意义。
（二）建立和完善耕地质量监测网络
1.政策措施
全面落实法规，加大农业执法。加大《中华人民共和国环境保护法》宣传执法力度，提高全民的环保意识，杜绝用污染水源灌溉农田。实行综合执法，加大执法力度，组成强有力的专业执法队伍，农业、环保配合执法，坚决打击制售禁用农药、化肥，从源头上控制，减少为害。
2.技术措施
改良污染区域。运用物理、化学、农业综合治理措施实施改良，对化肥、农药污染的部分农田，划区治理，增施有机肥，栽植树木修复土壤限期达标。应用达标农资，筛选确保农作物优质、安全的化肥、农药在全市推广，实行贴标销售，同时要加大市场监管力度，加大新优农资应用力度，查封伪劣产品，减少污染，提高效益。大力宣传，做好微生物有机菌肥推广。微生物有机菌肥可以改善土壤物理性状，增加土壤团粒结构，从而使土壤疏松，减少土壤板结，有利于保水、保肥、通气和促进根系发达，为农作物提供舒适的生长环境。同时可以解钾、解磷，减轻污染元素的危害，促进土壤肥力的良性循环。为此要采取一切措施，大力宣传推广优质可靠的微生物菌肥。
建立和完善耕地质量监测网络，坚持重点监控与系统监测相结合，监测不同区域、不同土壤类型的土壤养分、土壤耕作管理和土污染状况。加强土壤培肥，稳定耕地面积数量。加强土壤信息建设，建立全市土壤质量预警系统，保障农业生产的高效、安全。利用耕地质量监测网络，分析不同地区，不同土壤类型的土壤养分、土壤耕作管理和土壤污染等环节的动态。密切关注和研究土壤养分状况及周围工业废气物对土壤造成的影响，提前做好各种应对准备，以便及时采用有效措施，确保全市耕地质量的不断提高。
（三）农业税费政策与耕地质量管理
农业税的减免，提高了农业综合生产能力，增强了农民经营农业生产的积极性。农业税费的减少，使农民有了更多的盈余。在农田基本建设、农田改造治理、农田耕地培肥等方面得到了更大的投资。农业基础设施支持和投入有了明显提高。提高了农业技术装备水平的科技水平。农民朋友对许多优良品种的开发、利用及名、优、特农产品的生产重视程度不断提高。农业科技水平的不断提高，改进了传统的耕作制度和生产技术，提高了农业经济效益。
