Book Abstract

国际金汇兑本位制的崩溃及其缺陷
虽然节约了黄金的使用，但国际金汇兑本位制是在狭小的黄金基础上建立起来的，始终无法满足世界经济对黄金的需求，更不能通过黄金的流动对汇率波动进行干预，最终在经济危机的冲击下瓦解。
1929年10月，随着美国股票市场的崩溃，引发了物价全面下降，特别是原材料价格暴跌，盛产初级产品的巴西、阿根廷和澳大利亚各国遭受严重打击，国际收支环境恶化，黄金大量外流，这些国家首先放弃了金本位制。受经济危机影响，1931年奥地利信用银行倒闭，同年5月引发德国银行倒闭风潮，德国政府禁止黄金输出，实行外汇管制，相当于放弃了金汇兑本位制。
英国自恢复金本位制以来，由于英镑高估，国际收支长期逆差，因此一直是靠少量黄金维持金本位的。1929年经济危机爆发后，英国海外投资收益急剧下降，国际收支严重困难。1931年5月德奥银行倒闭，诱发各国向英格兰银行兑换黄金，面对黄金大量外流的局面，英国被迫于1931年9月停止英镑与黄金兑换，英镑随即对美元和其他钉住黄金的货币贬值25％，英帝国、斯堪的纳维亚和东欧国家等20多个国家货币也随之贬值。
英国放弃金本位后，美国随即成为其他国家兑换黄金的重要目标，1931一1932年美国黄金从42．25亿美元减少到40．45亿美元，即减少了1．8亿美元。面对黄金大量外流和国内大批银行倒闭，美国政府于1933年3月被迫宣布银行暂停银行券兑现，禁止黄金输出，金本位制在美国终结，美元贬值。1934年1月，1盎斯黄金价格提高到35美元。
与英国和美国做法不同，当英美两国宣布放弃金本位后，法国却与比利时、荷兰、瑞士、意大利和波兰发表了一份联合声明，宣布六国组成黄金集团，在现行平价下继续实行金本位制。并且在1934年9月的日内瓦会议上，还约定要相互提供货币金融援助，继续采用金本位制，并保持币值稳定。然而在英镑与美元相继贬值后，法郎维持原来的黄金平价就显得币值偏高，因此国际收支恶化，黄金外流，国内工厂罢工，贸易不振，荷兰与比利时的情况较法国更为糟糕，因此黄金集团的各参加国也被迫先后宣布货币贬值，实行外汇管理，禁止黄金输出，至1936年也都放弃了金本位制。至此，运行不到10年的金汇兑本位制彻底崩溃。
国际金汇兑本位制的崩溃固然有经济危机这个外部因素的影响，但究其根本还是其内在缺陷导致的。
首先，汇率平价格局不尽合理。在国际金汇兑本位制形成的过程中，各主要国家缺乏良好的沟通机制，导致英国、意大利和丹麦等国币值高估，而法国、德国和比利时等国币值低估，表现在国际收支上就是英国出口和投资都大幅萎缩，债务不断上升，经常项目长期逆差，黄金外流。而法国基本上保持国际收支顺差和黄金流入，由此币值高估的国家必然要以国内的通货紧缩为代价。面临经济萧条两类国家的反应自然也会不同。
其次，国际收支调节机制与国际清偿能力无法正常运行。古典国际金本位制条件下，以英国为主导的发达国家经常项目与资本项目对向互补资金流动，为国际金本位制条件下的国际收支自动调节机制提供了可行性条件，然而一战后英国衰落，无论是经常项目还是资本项目的资金流动都无法发挥互补的作用。
最后，各国政策重心发生变化，金本位制的调节机制失去作用。古典国际金本位制时期的自动调节机制之所以能有效发挥作用，还得益于当时各国政策重心在于外部平衡而较少关注内部平衡。然而战后的经济形势已经发生了重大变化，各国政府实施政策的目的是为了实现物价稳定、充分就业等宏观经济目标，为此以“价格一铸币流动模型”为主的自发调节机制必然会受到各国中央银行相关政策的抵制。据统计，1925—1929年，26个国家中央银行的国际通货和国内通货，在106次变动中，只有26次是同一方向的。而相反方向的变动只有73次，微小变动有7次。这说明各国央行将黄金流动的影响抵消了，可见金本位自发调节国际收支的作用无法发挥。
