《产业发展与城镇空间结构演化关系的理论研究与实证分析》：
矿产属于不可再生资源，如果单纯按照比较优势的观点，本地有什么资源就大力发展，那么经济的发展只能是一种短期行为。榆林的经济发展要将近期与长期、比较优势与可持续发展紧密结合起来。这并不否认应该依托比较优势来进行主导产业的发展，但如果始终用一种片面的、局部的、孤立的、僵化的眼光来看待榆林矿产资源这个比较优势，那么得到的只是一时繁荣。因此，要实现榆林比较优势与可持续发展战略的结合，就要在保持资源产业快速增长的同时，用资源产业的经济积累反哺其他具有潜在优势的产业发展，培育并壮大接续产业，进而达到一种结构搭配合理、产业优势明显、良性互动的经济发展格局。而且要注意使榆林的经济结构由单一化向多元化转变；经济增长方式由粗放型向集约型转变；投资扩张比重由注重量的突破向注重质的提高转变；发展战略由单纯快速发展经济向注重自然、社会、经济和谐一体前进转变。
根据资源型城市产业发展的特点及榆林现状产业发展的特点，榆林市产业发展的目标为：
1.推进农业产业化开发
榆林的农作物布局呈南北两大区域特征，北部风沙滩区灌溉农业较为发达，农业生产以玉米、水稻、油料、蔬菜、农作物制种为主；南部丘陵沟壑区主要是旱作农业区，农业生产以糜谷、豆类、洋芋等秋杂粮以及果品和桑蚕为主。初步形成了“北种、南豆、东枣、西薯、全市畜牧”的特色产业格局。
