《企业所得税汇算清缴实务》：
（2）资料审核。对企业报送的有关资料，主管税务机关应就以下6个方面内容进行审核：
①企业所得税年度纳税申报表及其附表与年度财务会计报告的数字是否一致，各项目之间的逻辑关系是否对应，计算是否正确。
②企业是否按规定结转或弥补以前年度亏损额。
③企业是否符合税收减免条件。
④企业在中国境内设立两个或者两个以上机构、场所，选择由其主要机构、场所汇总缴纳企业所得税的，是否经税务机关审核批准，以及各机构、场所账表所记载涉及计算应纳税所得额的各项数据是否准确。
⑤企业有来源于中国境外的应纳税所得额的，境外所得应补企业所得税额是否正确。
⑥企业已预缴税款填写是否正确。
（3）结清税款。主管税务机关应结合季度所得税申报表及日常征管情况，对企业报送的年度申报表及其附表和其他有关资料进行初步审核，在5月31日前，对应补缴所得税、应办理退税的企业发送《非居民企业所得税汇算清缴涉税事宜通知书》，并办理税款多退少补事宜。
（4）实施处罚。主管税务机关对企业未按《非居民企业所得税汇算清缴管理办法》规定办理年度所得税申报的，应按照规定实施处罚；必要时发送《非居民企业所得税应纳税款核定通知书》，核定企业年度应纳税额，责令其缴纳。
（5）汇总申报协调。
①汇缴机构所在地主管税务机关在接受企业年度所得税汇总申报后，应于5月31日前为企业出具《非居民企业汇总申报所得税证明》。
②汇缴机构所在地主管税务机关对企业的汇总申报资料进行审核时，对其他机构的情况有疑问需要进一步审核的，可以向其他机构所在地主管税务机关发送《非居民企业汇总申报纳税事项协查函》，其他机构所在地主管税务机关应负责就协查事项进行调查核实，并将结果函复汇缴机构所在地主管税务机关。
③其他机构所在地主管税务机关在日常管理或税务检查中，发现其他机构有少计收入或多列成本费用等所得税的问题，应将有关情况及时向汇缴机构所在地主管税务机关发送《非居民企业汇总申报纳税事项处理联络函》。
