一个金融家的忧思

小黄投身金融行业三十余年，勇敢果决，革旧图新，做过很多富有挑战性的工作。作为中国银行业第一个首席风险官，他在担任建设银行副行长、首席风险官的时候，在建设银行大刀阔斧，以雷霆之手推动建立了中国现代意义上的风险管理架构，并开创性地建立了风险管理政策体系。救急易，革新难，小黄是一个不畏难、敢于迎难而上的管理者。2012年，小黄受命担任中信银行行长兼党委书记，就任一年半时间里，在中信上下掀起了一系列组织架构人事调整，给中信银行带来了新的气象。

小黄也是个勤学善思的人，喜欢读书和思考。先后写作出版过《固定资产法概论》《经济政策制定过程》《《临渊结网》《远离冰山》、《价值银行》等一系列学术专著，是金融高管中少有的实干加理论派。

《财富信仰》是小黄的又一本思考结晶，专门来谈中国人的财富问题，对眼下中国的各种因“财”而来的问题思虑可谓深矣。全面研究和考察财富与当代中国和中国人的关系，是小黄一直以来的写作夙愿，这本书出来后，他的这一心愿大概是了了。

几年前，在给小黄的另一本书《远离冰山》写序时，我曾写道，“一个公司产生危机基本与风险和内部体制不健全有关系，而危机是长期积累的。俗话说‘冰冻三尺非一日之寒’，昨天的事情是不可改变的，只能承受。本书强调要‘治未病’，正视危机形成的过程。本书认真总结2008年金融危机的经验教训，归纳了经营管理银行的原则和标准，言简意赅，一针见血，对我国银行业的长远发展具有参考价值。”这本书其实与那本有相似的地方，只不过话题由解决中国商业银行的问题，变为了直指社会在财富关系、财富信仰问题上的弊病。在这本书里，小黄提出了三大文明的信仰，即自由、宗教、财富。他认为，不同于很多人的财富追求，自由才是人生的终极目标，财富只是自由的基础。他希望通过自己的努力，通过对一系列社会问题和现象的梳理，在重构中国人财富观念，纠正一些偏见、歧视和误区上做出一些努力。在当下中国这样名利为上的氛围下，小黄的这一提法与努力卓尔不群，尤其他还是一位卓有成就的金融家，每天与财富打交道，处理的财富问题不知凡几。身在其中而能清醒，而能自觉在精神上有所疏离，而希望通过自己的努力将这种清醒推诸到更多人，这是颇为难得的。除了深刻分析中国人的财富观念，希望人们能够理性看待财富之外，在这本书里，小黄还有比较多的篇幅涉及我国的法律法规、基本国策、土地制度等政策法规问题，甚至对国企改革、行政管理改革等许多复杂现实问题也有比较深的思考，充分显示出他的关注领域之广，及对国家、对人民的关切之深。这份情怀，让我不得不感叹。

“市场重效率，主义取公平”，作为一个金融家，在对财富问题的讨论上，小黄在经济学、金融学的宏观下思考中国人的财富观、信仰观，是发现和指出了一些真问题的，对社会的长远发展也有参考价值，我对他的一些观点深有同感。如小黄在自序里所说，“财富之于国人是道德与行为，欲望与现实，生活与理想，信念与实际的矛盾冲突之所，是非仇善之地。”正因为如此，谈论财富问题是需要一些勇气的，尤其在强调自由为人生终极目标的同时，小黄在书中充分肯定了财富的价值，说了一些他人不敢说或不会公开说，如为“富二代”正名，认为富二代是承上启下的一代，一些人或者媒体混淆社会不公正的根源，把一些社会问题都归结在富人头上。他明确地提出，无论于公于私，于家于国，都应该有更多的富二代。这样，更多的人富裕了，更多的财富被传承，“则社会幸甚”。而富二代们成长成熟起来了，真正的贵族多了，“中国才能打造出有历史和文化积淀的百年老店！”可谓忧思深矣。

财富之于国人是道德与行为，欲望与现实，生活与理想，信念与实际的矛盾冲突之所，是非仇善之地。宋明以降，引发天理与人欲之挣扎。然而提倡天理者多为财富拥有者，发挥人欲者多为贫困潦倒人。自古以来，纵横四海内外，违反人性的社会规则都无法持续。盖因人性之欲望乃上帝的精心安排。人为财死，鸟为食亡，人不为己，天诛地灭乃是自然大道的精义，也是人类繁衍的基础。数千年来穷人与富人之间的博弈争夺演义出无穷的历史故事和人物戏剧，精彩绝伦无以复加，不过是生物本能的社会戏码。一切政治的变革，致富的神话，权力的智慧，战争的智谋，一切众生的成功与失败，幸福与痛苦，获得与失去，朝野互仇，江湖互斗，改良与革命，改革与保守，光宗耀祖与落魄失意，无非根于财富源自人性的故事，古今中外概莫如此。

君子爱财，取之有道。道者规则。天下规则莫大于公平正义。自古以来，课税贡捐，井田公地，官盐专卖都循取之于民用之于民的大义。无论社会主义资本主义民主集权还是其他治理方式，都须实行为民服务的指南，都是效率与公平关系的分寸取舍。公平正义乃是人民分享社会财富的规则，无论何种方式治理国家，打理政治，舍此便是谬论。

贫困非人类所欲，不公为人类所恶，此文明共识。贫者有其思，多以清高鄙视财富，富者亦有其思，多以道德驾驭财富。各有千秋难分伯仲上下，各有其历史环境所依据。

市场重效率，主义取公平。市场之效率无以复加，但主义之公平却千差万別。当今中国，欲以市场效率获得财富，而借社会主义实现公平。此或即为中国特色。六十年来，诸公所图大约即此。

以上述维度俯视财富，通过林林总总社会现象，重构零零碎碎财富观念，纠正偏见歧视各种误区，是这本《财富信仰》的初衷。但财富问题既专业又复杂，既广泛又深刻，非本人能力所能说透看清。而所思所想又觉弃之可惜，故汇集杂乱思想于一册，希望能对读者有所奉献。是为序，不再赘言。
