刘荣增，二级教授，博士，中国区域经济学会常务理事，美国伊利诺伊大学香槟分校访问学者，国家社会科学基金委员会、国家自然科学基金委员会管理科学部通讯评审专家，河南省青年社科专家，河南省学术与技术带头人，河南省高校科技创新人才支持计划人选，河南省宣传文化系统首批“四个一批”人才，河南省中青年骨干教师。现任新乡医学院党委副书记，兼任郑州大学区域经济研究所所长、区域经济和城市规划专业硕士生导师、河南科技学院城市与区域发展研究中心主任。
先后主持“基于城乡统筹视角的城镇密集区发展演化机制与整合研究”（06BJL028）和“加快经济发展方式与城市增长管理协动机理研究”（11BJL001）2项国家社科基金项目和6项省部级项目，出版著作8部，在《城市规划》《城市发展研究》《城市问题》等杂志上发表论文100多篇；获得包括省社会科学成果奖一等奖在内的各种奖项20多项。

《中国城市增长管理研究》：
在经济发展方式转变方面，国内学者进行了许多深入的研究。黄泰岩（2007）认为经济发展方式转变的内涵包括以下几个方面的转变：以多个指标来衡量经济发展方式转变的情况，如社会公平程度、经济社会发展中资源环境的承载程度、个人的发展程度等，实行目标多元化；经济发展不仅要注重数量，更要注重经济发展的质量和效益；不仅要建设经济大国，更要建设经济强国，增强自主创新能力；经济发展不能只注重资本集聚，更要注重人力资源的作用，发挥其巨大的价值创造作用；统筹城乡、区域协调发展，产业的协调优化，国内需求和对外贸易的平衡，促进经济结构全面优化；以知识经济为指导，改变传统工业的经济发展方式；生产要素、资源环境对经济发展的约束增强，要建设资源节约型和环境友好型社会。转变经济发展方式还要采取综合的措施：提高自主创新能力，注重技术创新，主要采取跨越式创新、集群式创新及协作整合式创新方式，并通过促进各种力量的整合提升经济发展的质量效益；推进城乡、产业、工业结构优化，区域协调发展，以及经济结构的优化调整；三元经济条件下，坚定走新型工业化道路；以人为本，改革收入分配制度和社会保障制度，创造更加公平的社会环境；改造传统产业、开发新能源、大力发展环保产业，采用节能减排技术形成经济社会发展与资源、环境的良性互动。张蕴萍（2009）认为转变经济发展方式就要以市场为导向，发挥市场配置资源的基础性作用，建立体现资源发展现状的价格体系，建立健全制度措施促进资源的合理利用和环境质量的提高；深化财税体制改革，规范涉及公共利益的生产消费行为，把税收重点转移到高耗能、高污染、高排放的行业中来；改进政府的绩效考核体系，注重经济发展速度、经济发展质量效益、经济社会协调可持续发展等指标的考核；大力发展教育，注重科技和人才；综合应用经济、法律手段推动企业节能减排；加大节约资源、保护环境在全社会的宣传力度，促进整个社会形成节能减排的良好氛围；倡导新的消费方式，反对奢侈浪费。国务院发展研究中心课题组（2010）提出加快转变经济发展方式需要实施的四大战略：以完善社会保障和扩大基本公共服务为重点的改善民生、扩大内需战略；以农民工市民化为重点的城镇化战略；以提升中高端产业竞争力为重点的产业转型升级战略；以促进节能减排增效和生态环境保护、降低单位GDP碳排放强度为重点的绿色发展战略。陈为邦（2011）认为，城市传统的经济发展方式必须转变。转变城市发展方式包括以下几个方面：我国在快速城镇化的同时还需切实提高城镇化的水平和质量；促进城市社会经济结构优化；重视制度建设，规范和加强保障性住房建设，大力发展公共交通，努力解决房价和交通拥堵等问题；重视低碳社会建设，保护资源和环境；促进城市文化产业发展，提升城市文化内涵；重视城市财税体制改革，发挥城市规划对市场的调控职能，提高城市发展水平；转变政府职能，建立服务型政府。王有捐和林为斌（2011）认为，绿色增长是经济发展方式转变的必然要求，绿色增长的核心就是节能减排，发展绿色经济就要抑制高耗能产业发展，淘汰落后产能，使经济发展建立在节约资源和保护环境的基础上。

中国的城镇化是21世纪中国乃至全球最重要的事件之一，中国城市未来的发展必然面临前所未有的机遇和巨大的挑战。同时，在经历2008年全球金融危机冲击后，世界各国都在探讨转变经济发展方式的问题，谁走在前面谁将引领全球经济发展的趋势。中国正处于21世纪全面崛起的关键时期，加快经济发展方式转变是中国在后金融危机背景下实现中国经济升级转型的一场重大的经济变革，也是中国经济社会发展的一次具有划时代意义的战略调整。作为中国今后一个较长时期内的重要战略任务，加快经济发展方式转变涉及国民经济和社会发展的方方面面，城市作为社会经济发展的引领者和组织者，更应该在加快经济发展方式转变中发挥好引领和示范作用。在经济全球化、知识信息化、通信网络化的大背景下，中国城镇化快速推进过程中城市面临的日益复杂多变的情况不仅给城市政府，也给公众带来了许多发达国家都没有遇到的新的管理和调控问题，这需要在借鉴发达国家城市管理理念和经验的基础上，探索符合中国加快经济发展方式转变这一发展主线的城市增长管理的职能、模式和方法。本书基于加快经济发展方式转变与城市增长管理的内在联系，从中国当前城市增长管理过程中涉及的系统增长机理、空间扩张管理、资源环境约束、交通拥堵治理、主导产业选择、城市发展评价、城市信息管理等主要方面进行系统地分析和论证，希望借此探索加快经济发展方式转变与中国城市增长管理协动的规律和目标模式，从而为中国城市增长管理的现代化提供理论支持。本书具体从以下几个方面展开研究。
第一章为绪论部分，从中国转变经济发展方式的要求和中国城镇化快速发展的现实出发，探讨实现可持续发展目标的中国城市增长管理问题。基于国内外城市增长管理的研究现状，界定加快经济发展方式转变和城市增长管理的内涵，分析加快经济发展方式转变和城市增长管理的内在联系，列举当前中国城市增长管理的主要问题，提出基于加快经济发展方式转变的城市增长管理的策略。
第二章为城市一区域系统时空增长机理，从城市一区域增长的城乡关系理论切入，回顾城乡不平衡发展论（包括城市偏向论与乡村偏向论）、城乡平衡发展理论即城乡协调（统筹）论，并对现阶段我国城乡统筹研究进行述评，进而分析城市一区域增长之系统理论，包括系统理论的基本原理和基于系统理论的城市一区域系统的研究，分析城市一区域增长之空间形态理论，包括大都市带理论和“灰色区域”理论，分析城市一区域增长之时空格局理论，包括聚集与扩散理论和时空格局理论，最后分析城市一区域增长之共生理论。
第三章为国外城市增长管理的经验与启示。以统筹城乡发展的空间规划为主线对美国、英国、法国、日本等先行发达国家城乡空间统筹规划发展情况进行梳理，总结国外先行发达国家的理论和实践经验，指出对中国城乡空间统筹规划的借鉴意义。这些理论和实践经验具体包括美国遏制都市空间无序扩张的精明增长、紧凑增长等理论及开发权和增长边界管理等措施，英法等对乡村耕地、环境、生态、田园景观进行保护的做法，韩国促进农村经济发展的完备法律政策体系和引导村民自主建设乡村的实践经验，指出为中国快速城镇化地区的大城市扩展、生态敏感区的新农村建设和贫困地区的乡村经济发展从城乡空间统筹规划角度提供的有益启示。
第四章为城市增长管理中的资源环境约束及其解约束。基于中国城市化进程，分析城市增长过程中出现的各种问题，梳理相关理论对城市增长中资源环境要素的分析与定位，实证研究土地资源、水资源、能源资源、生态环境容量等对城市增长的约束。分析论证资源环境约束城市增长的内涵、相关理论支撑、约束效应、约束因素，以及资源环境约束下城市增长的路径和模式。提出资源环境约束的原因源于事物在数量上的“不足”和“过剩”两种状态，将资源环境对城市增长的约束分为两种。基于城市增长管理、精明增长理念，尝试构建“低成本、集约型”城市增长评价指标体系，并通过提高资源利用效率、改善城市生态环境质量，以期破解城市增长中的资源环境约束。
第五章为城市增长过程中的产城融合与主导产业选择。从城市新区建设过程中的产城融合切入，探讨城市新区类型与产城融合概念，分析城市新区产城融合存在的主要问题，提出城市新区实现产城融合的对策与建议。分析城市主导产业的遴选问题，介绍城市主导产业遴选的偏离一份额分析法模型，对河南省城市主导产业选择进行实证研究，评价河南省城市主导产业发展的状况，提出发展河南省城市主导产业的对策建议。
