Content Description

长江是我国第一大河流，长江流域经济社会发展和流域水资源合理开发利用，关系着国家经济社会的可持续发展。对长江宜宾至重庆河段地处三峡以上的长江上游地区的开发，早在1990年国务院批准的《长江流域综合利用规划简要报告》中就提出了石棚、朱杨溪和小南海3级开发的方案。近年来，随着经济社会的发展，流域形势和水资源开发利用状况发生了很大变化，为妥善处理好水资源开发利用与生态环境保护、经济社会发展的关系，需要对该河段的开发方式进行研究。

Author Description

肖金成，国家发展和改革委员会宏观经济研究院研究员、博士生导师。1955年9月出生，毕业于辽宁财经大学基建经济系，获中国社会科学院研究生院博士学位。曾任国家发展和改革委员会经济研究所、国家发展和改革委员会国土开发与地区经济研究所室主任、所长助理。现任国家发展和改革委员会国土开发与地区经济研究所所长。
