《美国宏观调控演进及启示》：
泰勒规则将规则性和相机抉择两种模式配合起来，相互协调，以规则性来保证政策的连续性，以相机抉择增加货币政策的灵活性。这体现了新凯恩斯主义对各派观点融合的灵活性。
5）通货膨胀目标制——新凯恩斯主义
以控制通货膨胀为目标是新凯恩斯主义的最优货币政策理论的核心。斯文森于1997年把通货膨胀定义为一种货币政策目标规则。所谓通货膨胀目标制（inflationtargeting），就是将稳定物价作为货币政策主要的和长期的目标，将通货膨胀保持在适度的低水平，并将其制度化。
从国际经验来看，典型的通货膨胀目标制为：政府制定未来几年中的通货膨胀目标，这个目标可以是个点，也可以是一个区间；央行采取并自由运用适当的货币政策工具，承诺达到这一目标，而且这也是衡量央行工作绩效的唯一指标；央行就其政策意图向公众进行及时沟通。
伯南克于1997年认为，在货币政策实践中，宣布一个明确的政策目标是近年来的一大进展，这种政策措施既保证了可以比较灵活地选择最优化目标函数的政策工具，又避免了通货膨胀倾向。同时，通货膨胀目标制容易被公众理解，增强了货币政策的透明度。通货膨胀目标制能成功有三个前提条件：货币政策的独立性；央行对事先确定的通货膨胀目标负责；顺畅的货币政策传导机制。
在新凯恩斯主义的框架下，通货膨胀目标制以三个原则为基础：一是以产出缺口为中心；二是遵循泰勒规则；三是以前瞻性方式行事。这意味着新凯恩斯主义者倾向于“灵活性”的通货膨胀目标，央行着力于把通货膨胀稳定在较低的水平，同时消除产出缺口。
实施通货膨胀目标制的各国央行不但要防止通货膨胀，而且要防止通货膨胀率过低，以避免货币政策的零利率限制。因此各国在实践中一般将通货膨胀目标区设在2%～3%。
2.从“相机抉择”到“规则”
从货币政策的指导原则来看，货币政策经历了凯恩斯主义的“相机抉择”一货币主义“单一规则”一新凯恩斯主义“受限的相机抉择”过程。
“相机抉择”和“规则”之争仍源于对“货币短期作用和影响”的不同看法。
