《集聚优势理论》：
但反过来讲，有利的禀赋条件绝不意味着一定能很好地集聚优势。相反，如果在战略、制度上缺乏集聚优势导向，也很可能出现“资源诅咒”现象或掉人“比较优势陷阱”。例如，在我国一些区域，虽然通过简单挖掘丰富的自然资源实现了经济增长，但增长收益绝大部分落人了少数人手中，普通民众的收入增长较为有限。一些矿场简单依靠廉价劳动力生产，技术水平比较低、环保力度比较弱，不仅危害了当地的生态环境并对人体健康产生了伤害，极端情况下甚至爆发矿难给工人及其家庭带来不幸，进而引发社会冲突。
对于有限的禀赋条件和优势，经济体应当实现高端、深度的利用，使其成为提升集聚优势内在能力的重要依托，而不应简单和过度地开发利用。要实现这一点，关键在于经济体需要从促进集聚优势的角度而非简单获取经济利益的角度出发，对禀赋条件的利用方式进行重新认识和系统设计。例如，在我国曾经长期依靠砍伐树木获得经济收入的云南省迪庆藏族自治州，1998年洪灾后砍伐天然林被严加禁止，其“木头财政”濒于崩溃。在此情况下，迪庆州委、州政府逐渐形成了“生态立州、文化强州、产业兴州”的发展思路，依托当地的森林资源大力发展旅游产业。2003年年底，迪庆自治州开始筹建普达措国家公园。这一公园的建设过程具有鲜明的集聚优势色彩，一方面，引人大量拔尖人才参与建设、管理；另一方面，多次组团赴美国、澳大利亚及国内九寨沟等地考察学习，集聚先进管理优势。建成后，仅此一处就带来年逾亿元的旅游收入，促进了迪庆从“砍树经济”向“看树经济”的转变。可见，对于同样的禀赋条件——森林资源，基于不同的出发点和利用思路，会产生迥异的效果。
