二、上海口岸的动植物检疫工作质量得到提高
自1965至1978年期间，上海所在充实检疫专业人员力量的基础上，积极开展业务科研，提高检疫质量，有效地防止境外有害生物的传人，为国家修订《中华人民共和国进出口动植物检疫对象》、制订动植物检疫操作规程提供了较多有价值的参考资料。
在此期间，上海所从进口的动植物及其产品中截获了多种危险性有害生物。如1965年1月至1980年12月，在82船次的进口植物产品中发现的谷斑皮蠹；1971至1973年，从多批英国种猪中发现的猪萎缩性鼻炎；1972至1978年，多次从美小麦中截获的小麦矮腥黑穗病；1978年从美国种猪中发现的猪痢疾等等，都是上海开埠以来首次发现的。
与此同时，上海所检疫人员就检疫中截获的重大疫情的检疫处理进行了相关的科学研究，并取得实效。如小麦矮腥黑穗病的检疫鉴定及其检疫处理，小麦矮腥黑穗病菌高温致死条件的试验，散粮吸式深层取样器的试制和应用，用麦灰样品检验进口小麦矮腥黑穗病的试验，美国进口种猪中发现的猪痢疾与诊断，进出口皮张的环氧乙烷熏蒸消毒处理等。这些科学研究，不仅为涉外索赔谈判，也为动植物检疫处理提供了有价值的第一手资料，维护了国家利益，有效地防止了有害生物的传人。
