Author Description

刘移民，1961年11月出生于湖南省邵阳。1984年7 月湖南医科大学卫生系本科毕业，并留校工作。1990年7月中山医科大学公共卫生学院硕士研究生毕业，并留校工作至2003年11月，先后任助教、讲师、副教授，教研室副主任、主任、系主任、学院副院长。2003年11月调入广州市职业病防治院工作，并任主管职业卫生业务的副院长、广州市化学中毒救援中心主任、广州市医药卫生重点建设专科职业健康监护专科负责人。现为中山大学公共卫生学院硕士研究生导师，卫生部环境与健康专家委员会委员、广东省职业卫生专家委员会副主任委员、广东预防医学会劳动卫生职业病学专业委员会副主任委员、广东医学会卫生学专业委员会副主任委员、广州市预防医学会常务理事、广州市预防医学会劳动卫生职业病学专业委员会主任委员。主要从事职业病危害因素的评价、职业病防治措施的评估、工业毒理学、化学毒物的检测与分析、职业病危害因素暴露人群健康效应的评估等职业卫生和职业病的防治工作。提出“广州职业病防治滞后于社会经济发展，有待于加强”的学术思想。参与主编或编写预防医学类教材10余本（部）、学术专著5本（部），发表学术论文100余篇，获得省级教学成果奖1项，省部级、市级科研立项10余项。

三、防制措施
根据以上原则，职业性损害的防制措施应包括法律措施、组织措施、技术措施和卫生保健措施等几个方面。
1.法律措施
我国政府有关部门在职业卫生和职业病的防治方面发布了一系列法律性文件，对职业卫生和职业病的管理具有一定的行政约束力，从法律上防制职业性有害因素对职业人群健康的影响。为了适应我国社会主义经济建设的需要，保护广大劳动者的利益和身心健康，全国职业病防治专家和全国人民代表大会法律委员会、教科文卫委员会及人大常委会法制工作委员会的法律专家们，经过10余年的调查研究，提出的《中华人民共和国职业病防治法》于2001年10月27日第九届全国人大常委会第二十四次会议通过，并从2002年5月1日起实施。2002年6月第九届全国人大常委会第二十八次会议又通过了《中华人民共和国安全生产法》，并于2002年11月1日实施。2007年6月第十届全国人民代表大会常务委员会第二十八次会议通过了《中华人民共和国劳动合同法》，并自2008年1月1日起施行。这些具有强大约束力的法律为保护劳动者的健康和保障人民群众生命和财产安全提供了有力的保障。
职业卫生和职业病诊断标准是执行国家职业卫生法律法规的基础。我国自1979年颁布执行《工业企业设计卫生标准》（TJ36-79）以来，已发布有关化学毒物、粉尘及物理因素的国家职业卫生标准已达300余个，职业病的诊断标准近100余种，逐步形成了我国特有的职业卫生和职业病的标准系列。为了贯彻实施《职业病防治法》，保护劳动者健康，2002年4月，卫生部以卫通[2002]8号令的方式，发布了第一批157项国家职业卫生标准，其中职业卫生标准47项，与职业病诊断有关的标准110项，近几年又逐步对职业卫生标准和职业病诊断标准进行了完善和补充，这些标准对全国职业卫生的管理，职业病的诊断、治疗及预防起到了指导作用。

Introduction

2009年中国的职业卫生经历了太多的风雨，从3月份的云南水富“怪病”事件，7月份的张海超“开胸验肺”事件，到深圳“尘肺门”事件，这些事件的过程并不复杂，简单地说就是职业病的诊断、鉴定到治疗康复的过程。但为什么在《中华人民共和国职业病防治法》已颁布实施8年的今天，却没有解决看似容易诊断的尘肺病问题？这里我们难以探究深层次原因，但有一点我们是很清楚的，那就是职业病防治机构和职业卫生技术服务机构的技术人员不仅要有对劳动者高度负责的责任心，也需要精湛的技术，特别是从事实际工作的基层职业卫生技术人员更需要理论和实践经验的指导。鉴于此想法，在广州市卫生局领导的鼓励下，我们编写了《职业病防治理论与实践》一书。
