3.土地规划管理
随着城市化的快速发展，社会经济的不断增长，人口的急剧膨胀，人类对土地的需求越来越大，而土地供给弹性较小，造成人地矛盾加剧，阻碍了地区可持续发展的实现。如何既能满足不同行业对土地的需求，又能实现土地的最佳利用成为土地管理工作中的重点。土地规划在一定程度上解决上述难题。因此，土地规划管理是国家为达到各产业部门的可持续发展，对土地资源进行合理优化配置，调整土地利用结构和空间布局，在土地规划实施过程中，运用行政、经济、法律、技术等手段，通过土地利用计划、建设用地年度审批、用途管制等途径，对规划实施进行管理的过程。土地规划根据内容又分为总体规划、专项规划、详细规划。土地利用总体规划根据区域国民经济和社会发展计划，考虑当地土地供需状况以及土地利用中存在的问题，统筹安排土地资源在各产业部门间的配置，从而达到土地生态、经济、社会效益的三统一的战略规划。土地利用总体规划要遵循节约高效、保护和改善生态环境，严格保护农用地、控制非农建设占用农用地，保障土地资源可持续利用的原则开展。土地利用专项规划是在总体规划的指导下，针对土地开发、利用、整治、保护中的某一专题进行研究，是总体规划的深入和补充，也是总体规划的有机组成部分。土地利用详细规划是在总体规划或专项规划的指导和控制下，对某一地段或具体使用单位的土地及其配套设施进行详细的统筹安排，是总体规划和专项规划的深入和细化。三者相互联系，相互补充共同构成了土地规划的内容体系。
4.土地利用管理
土地利用是指人们在社会生产中，对作为人类必须的生产资料的土地的利用方式、利用程度和利用效果的总称。土地资源是一个自然历史综合体，是个很复杂的开放系统，由于人类的不合理利用，土地生产力会下降，所以，采用什么样的土地利用方式，是影响土地资源能否永续利用并不断推动社会发展的关键。因此，土地利用管理就成为合理利用土地资源的首要问题，也是土地管理的重要内容。土地利用管理是国家及相关土地管理部门根据社会经济发展规划，按照预定的目标和土地系统运行的自然、经济规律，采取一系列行政、法律、经济、政策等科学手段，对土地开发、利用、整治、保护进行组织、协调、控制、决策，以期提高土地利用效益，改善城乡居民生产生活的行为，是土地管理的重要组成部分。其目的在于指导土地经营者从整体利益出发，用科学方法合理利用土地资源，使之效益达到最佳。土地利用管理包括编制和实施土地利用规划、土地利用监督和调控等重要内容。实际上，土地利用规划实施过程是合理利用土地资源的过程，对规划实施监督调控的过程就是对土地利用的管理过程。土地利用监督和调控涉及内容较多，如制定地价体系，开展土地分等定级估价工作，以基准地价指导标定地价，定时发布地价指数；制定土地产权交易制度、土地收购储备制度，规范土地市场，加强国家对土地资源的宏观调控职能。

Introduction

随着土地管理工作的规范化、信息化，土地管理决策对信息技术的依赖越来越大，国土资源部于1999年启动“数字国土工程”项目，并相继制定《国土资源信息化“十五”规划和2010年远景目标（纲要）》规划，2006年启动“金土工程”，促进土地管理信息系统的研发和应用。
土地管理地理信息系统（LMGIS）是地理信息系统与管理信息系统相结合并应用到土地资源管理部门而形成的计算机信息系统，涉及测绘、土地管理、遥感、计算机、管理信息系统、地理信息系统、数学、农业工程、城市规划等多学科内容和方法，实用性强，涉及面广，开发难度较大。目前，国内外学者和系统开发者已基于不同的平台，采用多种语言，相继开发多种系统软件，业已出版多种教材，概括来讲主要集中在以下几方面：①基于土地数据的管理技术；②基于普及科技知识的；③对土地信息进行处理的技术；④针对某一方面的（如地籍、现状数据库等）。随着现代技术的发展和土地管理决策的信息化、及时化，迫切需要一本既具有科学性、先进性和可操作性的理论，又具有现代技术指导的实践操作的著作。为此，本书以社会需求为基础，通过总结已有著作的优点和国外的先进成果，编写旨在服务于土地管理、城市规划、地理科学、GIS等领域的研究、应用的著作，以促进理论、方法技术与社会实践的有机结合。
