1．1．3．2政务地理空间信息资源在“数字城市”建设中的重要地位
在狭义的“数字城市”中，地理空间信息资源是整个“数字城市”的基础，而在广义“数字城市”中，信息化是“数字城市”的核心内涵，电子政务是“数字城市”建设的重要组成部分，政务信息资源是电子政务建设的基础。政务地理空间信息资源作为一种特殊的政务信息资源，作为一种广泛应用于实际业务的政务信息资源存在形式，在电子政务建设乃至“数字城市”建设中有着举足轻重的地位。
政务地理空间信息资源是“数字城市”建设的重要切人点。涵盖城市信息化所有内容的“数字城市”在全球兴起，西方国家基于“后城市化”时代背景提出的“数字城市”，在我国则像空中楼阁一样遥不可及，面临着很多中国式的难题。一些发达国家（如美国、日本、新加坡等国家）在开展“数字城市”建设时，注重统一管理、统一规划，强化数字城市的顶层设计，将资源共享和应用服务贯穿始终，这种在完整的城市化后提出“数字城市”框架，是信息化对城市化的升华。我国“数字城市”的整体框架也是着眼于“大一统”，强调在统一的基础平台上实现各部门的应用，但条块林立的行政体制始终是“大一统”设计难以逾越的深沟，我国当前城市化的发展进程决定了城市信息化不宜从顶层设计人手，无法按照预先设计的“大而全”的框架去发展，而必须采用“亮点先行”的策略，以遥感（RS）、地理信息系统（GIS）和全球导航卫星系统（GNSS）为代表的“3s”技术为突破亮点，由政府自身的信息化入手，开展“数字城市”建设。由此可见，政务地理空间信息资源可成为“数字城市”建设的重要切人点，这在我国目前已有30多个城市开展“数字城市”的地理空间框架试点建设中得到了佐证。
政务地理空间信息资源是“数字城市”空间基础设施的重要组成部分。空间基础设施是支撑整个“数字城市”应用的基础性、公益性资源，需要由政府牵头组织建设、实施。政务地理空间信息资源为空间基础设施提供了大量基础性、共享性、权威性信息资源。
总之，政务地理空间信息资源对推动整个“数字城市”的应用将起到至关重要的作用，对这类资源的管理、共享、服务以及应用模式的研究，可以为建设具有中国特色的“数字城市”起到推波助澜的作用。
