第1章绪论
1.1 研究目的与意义
1.1.1 研究目的
随着科技的不断进步与发展，以及中国政府大力推进信息化建设、促进信息消费等政策的逐步落实和网络基础设施的日益完善，中国互联网事业快速发展，网民数量不断增加，网络环境不断优化、网络平台不断完善、网络应用不断拓展，网络行为日益丰富。
《第32次中国互联网络发展状况统计报告》①显示，截至2013年6月底，我国网民规模达到5.91亿人，较2012年年底增加2656万人。互联网普及率为44.1%，较2012年年底提升2%；巾国网民的性别比例为55.6：44.4，基本保持稳定；巾国网民巾小学及以下、初中学历人群的占比分别为11.2%和36.3%，相比2012年年底均有所上升，其中初中学历人群的升幅较明显，而高中和大学及以上学历人群中互联网普及率已达到较高水平，增长空间有限；学生群体已经成为网民中规模最大的群体，占比为26.8%；其次为个体户／自由职业者，占比为17.8%；企业公司中管理人员占整体网民的2.8%，一般职员占10.6%；党政机关、事业单位巾，领导干部和一般职员分别占整体网民的0.5%和3.g%。值得注意的是，2013年6月，我国台式计算机上冈网民比例继续下降，手机上网网民比例保持快速增长：69.5%的网民通过台式计算机上网，相比2012年年底下降了1.1个百分点；通过手机上网的网民比例为78.5%，相比2012年年底上升了4.0个百分点。同时，截至2013年6月底，我国IPv4地址数量为3.31亿个，拥有IPv6地址14607块/32，较2012年同期大幅增长16.5%，居世界第二位。我国域名总数为1469万个，其中．CN域名总数为781万个，相比2012年年底增长了4.0个百分点，占巾国域名总数比例达到53.1%；“．中国”域名总数为27万个；我国网站总数为294万个，半年增长9.6%；国际出口带宽为2098150Mbps，半年增长10.4%。中国电信、中国移动、中国联通等纷纷推进IPv6产业链的成熟，积极开展试点和试商用，逐步扩大IPv6用户和网络规模，2013年工业和信息化部正式颁布4G牌照，进一步推进网络环境、平台、应用和联盟的发展。
随着网络的普及，移动互联网、云计算、大数据、物联网等层出不穷，开放和融合已经成为时代的主题，不仅涌现出大量的信息，而且出现“数据膨胀”、“知识爆炸”、“信息泛滥”现象，知识和信息的极大丰富开阔了人们的视野，融合促进发展，渗透创造价值，引导消费型和娱乐型的互联网向服务型和生产型的互联网转变，产品和服务中的知识含量越来越高，组织的竞争力已不仅取决于其所拥有的有形资产，而是更多地取决于知识这一无形资产。政府部门、企业公司、事业单位、研究机构、学校等纷纷借助网络，无论是内部网，还是互联网、外部网，开展业务活动，但是这一切都离不开一个核心——知识型员工。随着网络经济时代的演进，知识和技能在工作中占越来越重要的位置，知识和技能的拥有者——知识型员工的网络行为模式直接成为影响工作效率、组织绩效的关键因素。
知识型员工的网络行为模式已经成为研究的热点。实际上，通过巾国期刊网、CNKI、维普、google学术等数据库检索，发现关于网络行为、网络信息行为、信息行为混用现象十分普遍，且很少有明确的区分。因此，本书也遵循此惯例，不做严格的区别，尽量采用网络行为一词，但有时也交叉使用网络行为、网络信息行为、信息行为。关于知识型员工，按照管理大师彼德．F．德鲁克（Pe工erF．Drucker）昀观点理解，是从事信息源筛选、信息需求和信息供给工作，并在人际关系和沟通交流中承担信息责任的知识工作者，包括政府部门、事业单位、企业组织、科研院所、学校等的研发人员、管理人员、技术人员、信息人员等。知识型员工的网络行为极大地促进信息增值，直接影响组织绩效。同时，战略运算能力来源于美国国防部高级研究计划局（The U．S Department Of Defense's Advanced Research Projects
Agency，DARPA）的战略运算能力计划（Accelerated Strategic Computing Initiative，ASCI），其巾的一个重要方面是确保美国在高性能计算机运算能力方面的世界领先地位，具体从环境（environment）、平台（platforms）、应用（applications）、联盟（partership）四个方面进行衡量。
本书正是在网络经济和信息社会这一大背景下，从网络行为的相关理论出发，以知识型员工为研究对象，借鉴战略运算能力的思想，提炼影响知识型员工战略运算能力的网络行为凶素，研究提高知识型员工战略运算能力的网络行为模式，以此发现知识型员工昀网络行为巾存在的问题，进而提出相应的优化对策建议。
1.1.2 研究意义
将知识型员工、战略运算能力和网络行为模式相结合开展研究，具有重要的理论价值和实践意义。
（1）人是组织巾最能动的因素，知识型员工是学习型组织的根本。通过研究基于战略运算能力的知识型员工的网络行为模式，为理论和实践工作提供观察员工行为、理解员工心理的有效途径，有助于分析员工网络行为在企业巾日益增强的影响力，帮助组织以某种方式影响或改变员工网络行为，具体涉及网络系统的环境、平台、应用和联盟。研究网络行为特征和失范现象，有助于推动国际网络规范达成共识，国家网络政策的制定和完善，了解网络政策的发展动向，预测员工网络行为倾向，采取策略提升知识型员工的信息素养，倡导信息文明和网络和谐，强化社会责任意识，引导网络行为，进而在微观上夯实提第1章绪论升组织绩效的基础、宏观上贯彻落实“五化并举，两化融合”①，加强全社会网络信息资源战略管理。
（2）利用战略运算能力研究知识型员工网络行为，深入分析其组成要素和结构层次，构建基于战略运算能力的网络行为模型，拓宽网络行为的研究思路和研究方法，进而考虑网络行为如何影响人的生产方式和生活方式，有助于预测和理解网络用户需求和偏好，有利于丰富网络行为的理论和方法，为经济、政治、科技和社会等领域的研究提供借鉴。
（3）借助知识型员工战略运算能力的网络行为模型，结合具体情境，拓展模型的适用范同和程度，明确问题影响结果的途径和凶素，提出解决网络行为不合理问题的对策建议，有助于提升员工的素质和能力，使员工对网络资源的生命周期管理形成明确认识，在网络活动中更加清楚地认识自身的信息需求，更加合理地进行决策，保护员工隐私、维护员工利益与组织权益。

是在梳理和总结网络行为、网络信息行为、信息行为等相关研究成果的基础上，界定知识型员工网络行为的内涵，介绍战略运算能力的发展演变历程、组成构架、取得绩效及其启示，拓展战略运算能力应用于分析知识型员工网络行为的空间，构建网络行为棋型并通过调查进行验证，归纳知识型员工网络行为的特点，针对组织的知识型员工网络行为中的问题，提出解决行为失范问题的对策建议，并进行案例研究。研究内容如图1-1所示。

总体上坚持理论与实践相结合、归纳与演绎相结合、定性和定量相结合。采用的方法包括文献调查、网络搜索、文献计量、知识图谱、内容分析、调查研究、实地研究、专家访谈、系统分析、因子分析等。第一，文献调查、网络搜索、文献计量和内容分析等，是为探索知识型员工网络行为模式，借鉴国内外相关领域的研究成果和方法。第二，专家访谈和调查研究以及系统分析，借助内容分析提炼和归纳的模型结构变量，利用结构化问卷进行抽样调查并进行分析。第三，案例研究和实地研究，发现知识型员工网络行为的特点，提出纠正网络行为失范的对策建议。
