由福建行政学院经济管理研究所主持完成的《福建全面发展竞争力报告No.3》包括福建省域篇、全国省域篇、福建省县域篇三个部分。“福建省域篇”以福建省为对象，对其全面发展竞争力及其经济发展竞争力、环境发展竞争力、社会发展竞争力三个构面依次进行分析，并提出了提升福建全面发展竞争力的对策建议。“全国省域篇”以全国31个省、区、市为对象，对其全面发展竞争力及其经济发展竞争力、环境发展竞争力、社会发展竞争力三个构面进行比较分析，并对全国31个省域进行聚类等计量分析。“福建省县域篇”在简述县域经济竞争力研究方法论的基础上，对福建省8个地市（不包括厦门市）中的58个县、市的县域经济竞争力及其发展水平、发展活力、发展后劲不同层面进行分析评价，然后依次对8个地市县域经济竞争力逐一进行分析。
《福建全面发展竞争力报告No.3》对全国省域、福建省以及县域全面竞争力发展现状作出了科学、合理的评价，并为提升不同层次区域全面发展竞争力提供了有价值的建议与参考。
Author Description

王秉安，福建福州人，教授，福建行政学院经济管理研究所区域竞争力研究中心主任，菲律宾大学ＭＢＡ，英国Strathclyde大学访问学者；研究方向：战略管理和区域发展。在这些领域中，已出版十多本著作和几十篇论文。
罗海成，男，1969年出生，湖南永兴人。南开大学博士。现任福建行政学院经济管理研究所教授、副所长。加拿大阿尔伯塔大学访问学者，福建省“百千万人才工程”人选。主要从事区域经济、竞争力、市场营销与服务管理等领域的研究。近年来，主持3项省级社科基金项目，主持完成政府、企业横向咨询课题多项，参与3项国家自然科学资金项目、2项国家社科基金项目。在《经济管理》、《管理评论》、《南开管理评论》、《数理统计与管理》、《福建论坛》、《商业经济与管理》、《华东经济管理》等刊物发表学术论文20多篇。主要著作有《服务业顾客忠诚研究》、《福建全面发展竞争力蓝皮书》、《中小企业竞争力理论与实证》、《当代市场营销》等。

第一章 福建伞面发展竞争力分析
全面发展竞争力是对省域竞争力的总体评价和描述，它由经济发展竞争力、环境发展竞争力和社会发展竞争力等3个层面的二级指标构成。经济发展竞争力体现了省域经济层面的发展水平、结构、效益和态势，由经济水平竞争力、经济结构竞争力、经济效益竞争力和经济增长竞争力等4个三级指标构成。环境发展竞争力体现了省域经济社会发展的资源环境基础及其承载能力，它由自然资源竞争力、资源消耗竞争力、基础设施竞争力和环境保护竞争力等4个三级指标构成。社会发展竞争力以人为本，体现了人们的生活质量、教育科技与社会和谐，它由生活质量竞争力、教育科技竞争力、社会稳定竞争力和文化事业竞争力等4个三级指标构成。
