Author Description

丹尼尔·贝尔（Daniel Bell，1919—2011），出身于纽约的东欧移民家庭，在青少年时期曾接受马克思主义的影响。他一度供职于《财富》杂志，后来与欧文·克里斯托等人共同创办《公众利益》杂志。贝尔是二战之后代表美国思想界主流的纽约文人圈的杰出人物，先后执教于哥伦比亚大学及哈佛大学。哈佛大学在贝尔身后的讣告中称之为“哈佛之荣耀、社会学的图腾以及20世纪美国出色的公共知识分子之一”。英国《经济学人》则撰文纪念称，贝尔作为伟大的社会学家对资本主义研究贡献巨大，成就堪与熊彼特、凯恩斯比肩。贝尔的三大代表作《意识形态的终结》《后工业社会的来临》《资本主义文化矛盾》被誉为“资本主义的未来三部曲”。

Book Abstract

每个社会所面临的结构性问题有巨大的差异。工业社会的核心经济问题，始终是资本：怎样使产生充足储蓄并将其及时转入投资领域的过程制度化。股票市场、投资银行、自行筹资和国家征税都是为了满足这一目的。社会关系的核心是企业或公司，主要的社会问题是雇主与工人之间的劳资冲突。只要投资过程规范化，“阶级冲突”受到限制而不再就某一问题使国内趋于两极分裂，那么，工业社会的那些老问题，即使没有“解决”也已经减弱了。后工业社会里的核心问题则在于，如何组织科学知识及进行相关工作的大学或研究所等基础科研机构。

重大的社会变化必将激起重大的反响。20 世纪60 年代后期西方社会的学生运动，一定程度上是文化上对一个以科学为基石的社会日益壮大的新的反动。从更大的范围来说，学生运动是对后工业社会不可避免地“从组织上约束”智能活动的一种反应。它对青年施加的压力越来越大，迫使他们从越来越小的年龄开始就为选择好的大学、好的专业、进入研究生院乃至就业而焦虑。

从政治上来说，正如弗朗索瓦·布里考德教授指出的，后工业社会的问题在于：非市场化福利经济学的发展以及决定公共物资分配的机制不够有效。出于技术和观念的考量，我们不能以市场条件来衡量这些物资的价值；由于这些福利要分配给全体人，部分公民可能不愿意支持这类开支。最重要的是，非市场的政治决策可能诱发直接冲突。市场能够起到分散责任的作用，政治决策的出发点却是公开可见的，而且后果必然是有人吃亏有人占便宜。因为有这样一个焦点，在政治决策即将达成时，冲突就更加容易爆发。

在最广泛的意义上，现代社会最常见的难题是官僚化或“制度化管理”。历史上，官僚化在某种程度上可说是自由的进步。与工头随心所欲的权力相比，采用非人性化的规章制度其实是对权利的保证。可是当整个世界都变得非人性化，官僚组织要靠机械的规章制度运转时（通常是为了官僚们的利益和便利考虑），这个原则显然已经离它的出发点太远了。

后工业社会的概念不是一幅完整的社会秩序图；它是描述和说明社会结构（即经济、技术和等级制度）中轴变化的一种尝试。但是中轴变化并不意味着“基础”和“上层建筑”之间具有决定性的关系；相反，现在社会上的组织动力主要来自政治体制。鉴于各个工业社会—美国、英国、纳粹德国、苏联、第二次世界大战后的日本有明显不同的政治和文化特征，所以，很可能，即将进入后工业阶段的各个社会也将形成不同的政治结构和文化结构。今天，现代社会的主要分野不在生产资料所有者和社会地位毫无差别的“无产阶级”之间，而存在于政治、经济和社会组织中有决策权和无决策权的人们之间的官僚体制和权力关系。
