财富最大化只能是生产率最大化的结果。工人和管理者双方最重要的目标是培训和发掘企业中每个人的技能，以便每个人都能尽其天赋之所能，以最快的速度、用最高的劳动生产率从事适合他的等级最高的工作。

第2章科学管理的原理
科学管理原理有四个基本组成要素：第一，形成一门真正的科学。第二，科学地选择工人。第三，对工人进行教育和培养。第四，管理者与工人之间亲密友好地合作。正是科学、协调、合作、最大化的产出、实现每个人的劳动生产率最大化和富裕最大化等各个要素的集成，构成了科学管理。

简要说明一下，由于本人业已指导各行业的工人通过观察周围其他人的操作来掌握自己操作的要领，所以知道，做同样一种工作，通常情况下可以有很多种方法。也许在每一行业，完成同样一个动作就有四五十种甚至上百种方法；同样的道理，完成同一类工作可用的工具就有很多种。
那么，在各行各业通行的众多方法和工具中，总有一种方法和工具是较快和较好的。而这种最好的方法和工具，只有通过对所有正在采用的方法和工具进行系统的科学研究和分析，同时结合准确、精密的动作和时间研究才能发现和形成。这包括对整个机械工艺逐步以科学方法代替单凭经验行事的过程。
本书将指出，在现行的所有管理制度下，基本原则过于教条，每个工人必须对其所做工作承担最后责任，这样，工人就会以自认为是最好的方法去行事，管理人员则很少给予帮助和指导。本书还将指出，因为工人单枪匹马，在这种管理制度下，工人很少按照业已存在的科学或工艺原则和规律去行事。

本书将主要阐明，为按照科学规律办事，管理人员必须接手并完成那些本应由管理者来完成的工作。几乎所有工人的操作都应有一个或多个管理人员准备的操作要领作引导，以确保他们可以比现行方法更好、更快地完成任务。
每个工人每天都应从其领导那里得到指导和友善的帮助，而不是像过去那样，一个极端是受尽其老板的驱使和压迫；另一个极端是对工人听之任之，不提供任何指导。
管理人员和工人亲密无间的、个人之间的协作，是现代科学或任务管理的精髓。
这可由一系列的例证来说明。通过这种友好的协作，即通过平等地分担每天的责任，所有那些妨碍每个工人和每台机器完成最高产量的巨大障碍（如前所述）将被铲除。

我的观点是，有很多事情不但可行，而且必要。
通过著作和报告来教育工人和社会的各个阶层，使他们认识到每个工人和每台机器的产出最大化是多么重要，而这只有通过采取现代科学管理才可实现。本书的多数读者也许会说，所有这些仅仅是理论罢了。恰恰相反，科学管理的理论或思想正在被理解，而管理本身有一个逐步演变的过程，已发展了将近30年的历史。在此期间，各行各业一家接一家公司（雇主和雇员）已经逐步从传统的管理改变为科学管理。迄今为止，在美国至少有5万名雇员在这一制度下工作，他们每天比在其周围、与其具有同样能力的工人多挣了30％～100％的工资，而其所在的公司也比以前赚取了更多的财富。在这些公司里，每个工人和每台机器的平均产出实现了翻番。近些年来，在这种制度下工作的工人不曾有过一次罢工。代表传统管理特征的互相怀疑、提防以及或多或少的公开斗争没有了，取而代之的是管理人员和工人之间的友好协作。
本人已经撰写了若干论文，说明了应采取的临时措施，在科学管理下实行的细节以及从传统管理转变成科学管理的实施步骤。但不幸的是，这些论文的多数读者错误地采取了机械论而没有看到其本质。
科学管理主要包括一些广泛意义上的原则和一些可用于很多方面的理念，以及一种使任何人都信得过的观点，也即被认为是应用这些一般原则的最佳途径。当然，绝不可把它和这些原则本身混同起来。
